Duration of the transition: “We cannot integrate slippage where compliance with the schedule is possible” (PEDN)

In an interview with Guinee360.com, Mohamed Cissé, communication manager of the Party of Hope for National Development (PEDN) led by Lansana Kouyaté, spoke regarding the socio-political situation in Guinea. He addressed, among other things, thee “blockade” on obtaining funding for the process of restoring constitutional order. For him it is not possible “to integrate the shift [du calendrier de la transition] where respect is possible”. He also invited the facilitators and the Prime Minister to prevent “possible conflicts” between the members of the inter-Guinean dialogue framework.

Guinee360.com: Seven (7) months following the start of the process of returning to constitutional order, the technical and financial partners have not yet reacted in relation to financing. How do you read this situation, which risks impacting the entire process?

Mohamed Cisse: The questions around the calendar are legitimate and the observation is made by the Government itself through its spokesperson. Communication is to be strengthened on specific projects that are pending at government level. At the political level, our coalition recently took part in a consultation framework in order to analyze the whole issue and make significant contributions to the outcome of the transition. It is not a political coalition, but a framework for consultation and proposals for a peaceful and successful transition. We intend to work on this to help resolve the challenges.

What do you recommend in case outside help does not come?

For the moment, it is necessary to have a general and precise view of the achievements. Funding is possible, we are convinced of it and we remain available to provide our assistance.
Failing this, it will simply be a matter of calling on the stakeholders to see together the relevant provisions. The participatory approach is inevitable.

Is there a real risk of the transition schedule slipping?

We can only incorporate slippage where timeliness is possible. The possibilities must first be exhausted. It is up to the government to seize the opportunities in this direction.

We learn that some parties want to shun the framework of the ongoing dialogue. These parties feel that they are not associated with certain activities of the process. Is this the case for your party?

You have to understand the structure of the tracking device. Not all the coalitions sit on the permanent monitoring committee, but they are represented in commissions. The coalitions that are there are not accountable to others and they happen to be unhappy with the feedback. It is their right to express their wishes and it is the responsibility of the facilitators and the president of the permanent follow-up committee, the Prime Minister, to deal with these latent conflicts.

The Guinean government had indicated that it was ahead of schedule for the transition. Do you agree?

We will be happy to express ourselves on this point when we have the quantified state of progress of the process.
