Duration of the transition: the government “nuances” a possible shift

The end of the Guinean transition is initially scheduled for the end of 2024 with the organization of the presidential election if we stick to the timetable set jointly by the Cnrd and ECOWAS. But this may not be respected. It could therefore experience a shift, because of the too high cost of the return to constitutional order.

Out of an overall budget of 600 million USD, the authorities of the Guinean transition claim to have mobilized only 6.67% of the amount. A real financial challenge. To deal with it, the Guinea State is counting on its partners, in particular ECOWAS, whose commitment it is constantly reminding of, which is struggling to materialize. “As you know, we have signed an agreement with ECOWAS and it is expressly mentioned that ECOWAS must come in support so that partners can support us in financing this transition”, declared the Prime Minister, Bernard Goumou, interviewed by TV5 World.

To the question of whether the lump sum is not mobilized, if a shift in the transition schedule is envisaged, the head of government qualified in these terms: “For the moment, we are not yet there. In all his speeches, the Head of State advocated that we should come to the end of this transition. Guinea has done its part by signing the transition schedule with ECOWAS, which has undertaken to support Guinea technically and financially. We are not there yet. We are in the process of raising funds and we remain positive. We are reassured and sure that the partners will accompany Guinea so that this transition can be successful and peaceful”.

During a press conference at the end of the Council of Ministers, on February 9, 2023, the government spokesman affirmed that the head of the junta wanted to respect the 24-month timetable, accepted by ECOWAS. Ousmane Gaoual Diallo then stressed that Colonel Mamadi Doumbouya did not want to “spend another day at the end of the 24 months of transition. Let the government prepare for this. He gave his word to the people of Guinea and he will not go back on it. If there is one more day, someone else will have to drive it. This is what he urges us to tell the national and international community”.

However, this declaration did not convince the political actors who are members of the Forces Vives who denounce “the lack of visibility and readability” of the conduct of the transition and suspect the Cnrd of harboring desires to stay in power forever.
