Dubé reform: the municipal will be better represented in the health network

In response to the concerns of former minister Michel Clair, the reform of the health network will make more room for elected municipal officials, in addition to including staff members.

This is one of the main amendments among the fifty tabled by the Minister Christian Dubé, Wednesday, at the opening of the detailed study of Bill 15. Others are already planned later.

Thus, a maximum of four people from the municipal sector will sit on the boards of territorial establishments that will replace the current CISSSs. Their weight around the table will be determined according to the number of local health and social services networks in the territory.

The Minister of Health therefore responds partially to the recommendations of the former Minister Michel Clair, author of an important report in 2001 on the organization of the health system.

To lead to a greater decentralization of decision-making powers, he had proposed in a parliamentary committee to set up regional “supervisory boards and community alliances” before which the managers of the health network should be accountable.

These councils would have been made up of a dozen members, including representatives of RCMs, social economy enterprises, community police, community mental health organizations, etc.

The amendment proposed by Mr. Dubé will also add two staff representatives to the school boards in order to give them a voice.

Fear of an opening to the private

It is already certain that the study of the bill to create the new agency named Santé Québec will continue next fall. The new organization will be responsible for the day-to-day management of the network, while the Ministry will retain strategic planning.

Although it is a huge bill of 1180 articles (more than 300 pages!), Minister Dubé points out that only a third of them actually make changes. The others are either articles inherited from existing laws or concordance.

At the start of the day, the solidarity deputy Vincent Marissal again warned against a drift towards a partial privatization of the health network. Indeed, several elements of the bill mention private establishments.

“For me, this is the main red flag of this bill which is realizing the old fantasy of neoliberals in Quebec, which is to privatize the health care system,” said the MP for Rosemont. .

But Minister Dubé affirms that the private sector will not occupy a greater place in the network after its reform. “We have nothing, nothing, nothing changed on the private in the new law”, he assures.

He also invites his opponents to “stop having big outings and say that there will be more room for private”. “That’s not it at all. We renew exactly the articles of the LSSSS and we put them in the new law, ”he said.
