Dubé reform | The main problems are not targeted, deplores the FTQ

(Montreal) The Dubé reform centralizes when it claims to decentralize and it tackles problems that are not the main ones, because the pillars of the network, the workers, were not consulted.


The president of the FTQ, Magali Picard, says she wants to remain positive regarding the bill that has just been tabled by the Minister of Health and Social Services Christian Dubé, but she wonders if this umpteenth reform of the health network will really help the network, the citizens and the workers.

It takes the example of making seniority attached to the whole of Quebec rather than to a CISSS or a CIUSSS.

“It’s probably applicable to make changes to seniority, however, that’s not, that’s not the reason why the network is not doing well. It won’t change anything. I find it extremely unfortunate and even insulting to say that there, we have qualified people, but that as we have to take the oldest, the network is going badly, ”laments Mme Picard.

The president of the largest trade union federation also finds that the Dubé reform centralizes management and centralizes the negotiation of collective agreements, while the minister says he wants to decentralize.

She believes that by doing so, we lose the “color of the regions”, we “dehumanize the system”.

Finally, she deplores the fact that those who know the health network best, those who work there, were not consulted to find out their solutions and priorities.
