Drowning prevention: the Ministry of Health and Prevention and the Ministry of Sports and the Olympic and Paralympic Games are mobilizing as the swimming season approaches

In France, accidental drownings are responsible for approximately 1,000 deaths each year, almost half of them during the summer period. Most of these drownings are preventable. The Ministries responsible for Health and Sports are mobilizing to fight against this scourge, which particularly affects young children and the elderly.

An unprecedented prevention campaign, centered on the vigilance of parents with young children

Every summer, children under 6 account for a quarter of accidental drownings Insufficient supervision is the leading cause of drowning for this age group. These findings underscore the need to continue efforts to prevent young people from drowning and to recall the importance of permanent and close monitoring children when swimming.

The Ministries responsible for Health and Sports, in partnership with the National Consumer Institute (INC), are launching from May 17, 2023 a new drowning prevention campaign focused on the right actions to adopt for effective supervision of swimming with children, under the slogan ” You care about them, don’t take your eyes off them! ».

This campaign includes a “ConsoMag” program dedicated, programmed on the channels of France Télévisions, as well as a series of 3 shock testimonials from parents of children having lost a child to drowning.

Video testimonials and the prevention spot :

Karine, Elodie and Véronique lost a young child following a drowning.

Their children, aged 1.5 to 2.5 years, managed to escape their vigilance, outside bathing time.

They agreed to share their story, their drama, to raise awareness.

Prevention messages are included in each video to remind that it only takes a few seconds for a child to drown and that no safety device replaces the vigilance of an adult. Each testimonial ends with the prevention slogan “You care about them, don’t take your eyes off them!” encouraging everyone to adopt the right reflexes for effective monitoring.

A 30-second awareness video spot on preventing the risk of drowning in children, which includes key elements from the 3 testimonials as well as the messages that accompany them.

This campaign will also be relayed on social networks and institutional sites.

A new epidemiological monitoring system for summer drownings

Public Health France has been conducting surveys since 2002, every three years during the summer, to describe the circumstances of drownings. At the request of the Minister of Health and Prevention and the Minister of Sports and the Olympic and Paralympic Games, a new epidemiological surveillance system for drownings has been set up from the summer of 2023. Previously triennial, the new monitoring is evolving towards annual monitoring with the aim of producing management indicators for appropriate prevention during the summer season.

From 1is June to September 30, the number of total accidental drownings and those followed by death will be collected throughout mainland France and in the DROMs. This new system is deployed by Public Health France and the “National System for Observation of the Safety of Nautical Activities” (SNOSAN) attached to the National School of Sailing and Nautical Sports (ENVSN).
