Driving Innovation in Dubai’s Transportation Sector: RTA’s 2023 Innovation Laboratories Focus on Legal Legislation, Licensing Systems, and Financial Sustainability

During the first half of the year 2023, the Roads and Transport Authority (RTA) in Dubai organized 3 innovation laboratories at the headquarters of the RTA Mobility Research and Innovation Center, during which three axes were targeted: legal legislation, licensing systems, and enhancing financial sustainability. The implementation of these three laboratories was undertaken by the Department of Innovation and Leadership in the Strategy and Corporate Governance Sector at the Authority. Many of the Authority’s employees also participated in these laboratories, in addition to a number of partner representatives from government agencies and a number of private sector companies, including startups.

In detail, Fatima Al Mandoos, Director of the Innovation and Leadership Department in the Strategy and Corporate Governance Sector at the Roads and Transport Authority, said: “The RTA is keen to promote and stimulate innovation by providing an incubating environment for creativity that provides opportunities for exploration, experimentation and testing, with the aim of providing proactive and integrated services that meet the needs and expectations of different groups of customers and society.” Partners and stakeholders, and contribute to enhancing the quality of life and people’s happiness. Transportation Legislation and Policies Laboratory Under the title of Pioneering Legislations and Policies for Flexible, Integrated, Shared and Intelligent Mobility, the Legal Legislation Laboratory included two axes: the first axis, which specialized in legislation and artificial intelligence technology, during which the participants discussed employment opportunities Artificial intelligence in creating a flexible legislative environment on the one hand, and the pros and cons of artificial intelligence technology on the legislative environment, legislation, existing basics, and ways to treat and benefit from them, on the other hand. The second axis focused on the legal liability of self-driving vehicles, which included the opportunities and challenges of legislation related to self-driving vehicles. This laboratory generated (28) proposed ideas.

Sustainable transport licensing systems and services laboratory

With the aim of providing innovative and proactive sustainable licensing services and systems that contribute to enhancing environmental sustainability and reducing carbon footprint, leading to the authority’s goal of achieving carbon neutrality in the year 2050, the Licensing Agency held the Government Innovation Lab, which highlighted the role of transportation in promoting environmental sustainability, systems and means Sustainable transportation and its needs. The laboratory generated 37 ideas that resulted in 4 innovative initiatives and projects.

This laboratory has focused on financial sustainability and operational efficiency by studying opportunities and challenges on three axes related to financial sustainability capabilities, attracting foreign investment, and partnership with the private sector. The laboratory generated (62) ideas and (8) innovative initiatives and projects.

Al Mandous added, “The authority is working on developing implementation plans to implement innovative projects and initiatives resulting from these laboratories, and to carry out preliminary tests for services, in preparation for its transition to the launch, implementation and expansion phase.”

She confirmed that the RTA Mobility Research and Innovation Center enabled RTA employees to reach cooperation and partnership relations with researchers and academics, and provided a suitable work environment for research, testing and development, which contributed to strengthening the RTA’s position as a global leader in innovations for easy and sustainable mobility.

It is worth noting that the RTA has a plan for innovation laboratories that began in the current year 2023 and will continue until 2025. In the first half of this year, it held (3) laboratories that covered the legislative and legal structure for flexible, integrated and smart mobility, financial sustainability, operational efficiency and licensing systems for sustainable transport systems.
