The harmonization and consultation meeting held this Monday, April 8, 2024 at the Ministry of the Civil Service was marked by productive discussions between the Government of the Republic, represented by the Deputy Prime Minister Jean-Pierre Lihau, and the union of financial authorities, represented by the Intersyndicale des Régies Financières (DGI, DGDA and DGRAD).
The main objective of this meeting was to find a solution to the accumulation of arrears in payment of the retrocession premium in favor of financial authorities.
After constructive discussions which lasted several hours, the two parties signed a report setting out the commitments made, in particular that of settling all arrears in payment of the retrocession for the months of January and February 2024, and of guaranteeing the payment of months of March and April according to a realistic schedule.
For the months of January and February 2024, the government has committed to paying them before the end of the current month of April, while payments for the months of March and April must be made before the end of May.
VPM Lihau underlined the desire of the Congolese government to maintain social peace within the authorities by always favoring the path of social dialogue as the main means of resolving disputes.
For their part, the union bench is committed to supporting the government in revenue mobilization efforts by increasing vigilance and denouncing all forms of fraud, corruption and misappropriation of public funds.
To ensure the follow-up of the commitments made, the two parties agreed to set up a select monitoring committee, composed equally, which will examine the other subjects discussed during the meeting and also formulate proposals.
The President of INAP, Fidèle Kiyangi, was optimistic regarding the continuation of the process, welcoming the political will displayed by the Congolese government.
Faced with the worrying security situation in the eastern part of the country, which requires increased mobilization of revenues to support state policy, both parties expressed their support for the Armed Forces of the Democratic Republic of Congo (FARDC) as well as ‘to their Supreme Commander, His Excellency Félix-Antoine Tshisekedi Tshilombo, with a view to a rapid restoration of peace and security throughout the national territory.
