DRC: in July, financial authorities mobilized 2,936.6 billion CDF with an execution rate estimated at 102% (Ministry of Finance)

The financial authorities of the DRC mobilized 2,936.6 billion Congolese francs in July out of a forecast of 2,872.3 billion CDF, bringing the execution rate to 102%. This was revealed by the meeting held on August 8, 2024 by the Minister of Finance, Doudou Fwamba Likunde Li-Botayi with the heads of the DGDA, DGI and DGRAD. The delegates of the IGF as well as the Director General of the General Directorate of the Treasury and Public Accounting also took part.

The achievements are distributed as follows:

– DGDA: 256.8 billion CDF on the forecast of 540.9 billion CDF, i.e. an execution rate of 97%

– DGI: 1,962.3 billion CDF on the forecast of 1,931 billion CDF for an execution rate of 103%

– DGRAD: CDF 447.4 billion out of the forecast of CDF 418.3 billion, i.e. an execution rate of 107%.

In their comments, each Director General outlined the main elements which contributed to achieving this level of revenue.

Particular emphasis was placed on improving communication and transparency between the various financial authorities.

The Minister encouraged information sharing and stressed the need to implement strict disciplinary measures to combat corruption and improve efficiency.

The discussion also touched on the planned deployment of LOGIRAD software in the judicial system, an initiative aimed at strengthening the traceability and management of revenues on the one hand and limiting the risks of embezzlement and optimizing state revenues on the other.

Regarding the projections for 2025 on revenue mobilization, the Minister of Finance gave a directive to refine these forecasts through new customs, tax and administrative measures.

In addition, tax relief measures are being considered for economic operators in conflict zones mainly in the East of the Republic, in response to the instructions of the President of the Republic, and this also demonstrates his firm commitment to supporting the affected territories of the country.

The point on reforms focused on the computerization of the collection and control of VAT, which planned to combine the standardized invoice and the distribution of cash registers. On this subject, the discussions focused on the rapid materialization of this reform which will also allow to have a database on turnovers.

The Minister has therefore instructed the relevant departments to take action in this regard.

The meeting concluded on an optimistic note, with clear guidelines for continued improvement of revenue collection and economic management processes, reflecting the commitment of the Ministry of Finance to maintaining rigorous and transparent fiscal management, essential for the sustainable economic development of the DRC.
