DRC – Chinese contract: Sama Lukonde chairs the ceremony to relaunch the rebalanced Sino-Congolese program

Kinshasa, March 19, 2024 – The Head of the Congolese government, Jean Michel Sama Lukonde chaired, Monday March 18, the official ceremony for the relaunch of the activities of the Sino-Congolese Program. This relaunch ceremony took place following the signing, on March 15, of amendment no. 5 of the Sino-Congolese convention.

The Prime Minister recommends that the Agency for Steering, Coordination and Monitoring of the Collaboration Convention (APCSC) refer to the Sino-Congolese program to extend it to other conventions in order to continue the momentum of the development of the country.

“This renegotiation marks a new turning point for the relaunch of the activities of the Sino-Congolese Program and recommends to each and everyone a determination and a strong commitment with a view to making the best choices for the good of our country. I recommend that the APCSC build on this experience of the Sino-Congolese Program to extend it to other collaboration agreements and multiply them, taking into account the support of all stakeholders. said Prime Minister Sama Lukonde.

And to add: “This requires that the APCSC can fully enjoy all its prerogatives vis-à-vis the partners concerned. This relaunch, desired by the Head of State, must be a new start in the harmonious management of the Sino-Congolese Program, the aim of which is to bequeath to the Congolese people infrastructures of general interest and quality”.

For his part, the general director of APCSC, Freddy Yodi Shembo, requests the involvement of all institutions in the country so that the program can achieve its objectives.

“Today, in fact, amendment number 5 to the Sino-Congolese collaboration agreement between the Democratic Republic of Congo and the group of Chinese companies responds to the need to rebalance this agreement in the logic of a winning partnership -winner. The APCSC, the government interface in the management of collaboration agreements in this Sino-Congolese program, is therefore very aware of its strategic monitoring role. Indeed, we cannot ignore that this program has been widely criticized by public opinion, as having betrayed its initial objectives, and therefore the eyes of the world are on us”he said.

This, before continuing: “The APCSC is committed to playing the interface between the two parties to this agreement and is therefore responsible for ensuring that the achievements of this partnership which aims to develop infrastructure in the Democratic Republic of Congo are consolidated. We therefore request the frank collaboration of all the structures and institutions of the country involved in this program so that this convention is a real boon for the reconstruction of our country.”
