DRC: 5 subcontracting companies in Telecoms conclude a partnership with Huawei thanks to the ARSP

Wide Solution Technologies and Diversity SASU; Ebembo Likayi Multi-services SARL; Hayatcom RDC SARLU; Afro-Egypt Engineering SARL; and Hope Work Solution SARLU are the five subcontracting companies that are engaging with Huawei Technologies RDC SARL. And this, thanks to the ARSP – Regulatory Authority for Subcontracting in the Private Sector -, which, after having won a series of markets in favor of companies in the mining sector, is now focusing on Telecoms.

Which service provision markets are facilitated by the Director General of ARSP, Miguel Kashal Katemb, and this, in accordance with the vision of the President of the Republic, Félix Antoine Tshisekedi Tshilombo Tshisekedi.

Huawei Technology has been active in China since 1987. It is a large multinational company that provides innovative solutions in the information and communication technology sector worldwide. It is a global supplier that works with 45 of the world’s 50 largest telephone operators.

Committed to respecting Congolese legislation, the Huawei technology DRC subsidiary opts for respect for subcontracting activities and also stands out in terms of quality of service.

Zhang Bowen, CEO of Huawei, said during the contract signing that “it is with honor that I speak today on the occasion of this contract signing ceremony between Huawei technology and Congolese companies eligible for subcontracting, in the presence of the ARSP authority, and this, in accordance with the law on subcontracting in the private sector in the DRC, we materialize our commitment to actively contribute to the development of a local value chain, according to the vision of the Head of State Félix Tshisekedi.”

The subcontracting companies working in the field of Telecommunications and new information and communication technology, selected for this ceremony, seized this opportunity thanks to the political will of the Head of State, Félix Antoine Tshisekedi Tshilombo, materialized by the DG of the ARSP.

In addition to DG Miguel Kashal Katemb, several ARSP executives attended this ceremony with their presence, with a view to ensuring the role entrusted to their organization. “Those who are signing these contracts today are Congolese together with expatriates. We have just seen the case of Afro Egypte, yesterday an ineligible company sanctioned by the ARSP, for non-compliance with the law. It is not long since they joined forces with the Congolese.

Today, they have benefited from the support of the ARSP, by signing a contract as an eligible company. It is a great responsibility, and the country expects you, through this mission, to operate the main companies so that tomorrow you can also be main companies. But, it is by being a subcontracting company of irreproachable quality that you will end up being main companies, “said the DG of the ARSP.

And to add: “I am addressing the other subcontractors who complain. Our board of directors has established the system of mandatory publication of calls for tenders, so that every Congolese, including those in the diaspora, can have information on markets on subcontracting. Those who signed the contracts today did so through calls for tenders. We encourage all entrepreneurs to take calls for tenders seriously, everyone has their share, that of God, of man, of the State and also the share of the population, of the ARSP as well as the entrepreneurs. At our level, we take the calls for tenders and we make them available to you, something that has not existed for 64 years in this country. Contracts or calls for tenders were made under the table. Today, thanks to the support and vision of the Chief Head of State, the candlestick that was under the bed, we have put it above the table.

Opportunity making its thief, the representatives of these five companies expressed their satisfaction, after having obtained these partnerships with the assistance of the ARSP. “We have never seen such an event before the existence of the ARSP. Huawei has proven that it is a leading company, which wants to respect the law on subcontracting and is committed to its application. We expect that other leading companies can follow suit. Telecommunications are today part of large sectors that produce a lot of revenue, outside the mining, oil and brewing sectors. The vision of the Head of State is coming to fruition, as the CEO of the ARSP said,” declared the entrepreneur Pepel Lubo, thanking the President of the Republic.

In the same vein as his predecessor, Hamed El Morsi, another elected official, for his part thanked the Head of State, Félix Antoine Tshisekedi Tshilombo as well as the organizers of this ceremony.

“We have decided to work for the development of the DRC, and the creation of jobs and we support the vision of the Head of State,” added Hamed El Morsi.

For his part, entrepreneur Tharcisse Kongolo stressed that “it was after the advent of DG Miguel Kashal that I understood the role of the ARSP. It is true that many people are not aware, but things are changing, I am happy and satisfied; because this ceremony is an important step towards the creation of the middle class in the Democratic Republic of Congo, because the Congolese are increasingly present in the sector. I thank the Head of State and invite him to continue in this vision.”

It is important to recall that this signing ceremony between Huawey and the five companies comes after the events that left their mark, organized in the province of Lualaba, in the facilities of the companies Kamoa and Metalkol in the presence of the DG of the ARSP.
