Don’t expand civil positions for TNI-Polri

RESEARCHER on Human Rights (HAM) and the Equivalent Security Sector Institute, Ikhsan Yosarie, said that returning TNI-Polri to be placed in civilian positions must be regulated in more detail in the Draft Government Regulation (RPP) concerning Management of State Civil Apparatus (ASN).

According to him, Law (UU) Number 20 of 2023 concerning ASN does allow TNI-Polri to occupy civilian positions in certain posts. Nevertheless, the ASN RPP, which is a derivative regulation, must regulate the methods and criteria so that there are limits to the positions that can be occupied by the TNI-Polri.

“The problem is that if the terms and criteria and methods are not regulated, there will be a migration of all ministerial and institutional positions that might be occupied by the TNI-Polri,” said Iksan in Jakarta, Sunday (17/3).

According to him, the expansion of civilian positions for the TNI-Polri might happen. In addition, there is the problem of many TNI-Polri officers who are unemployed or do not have positions in their respective institutions.

“When this tap is opened, there is potential for the TNI-Polri to be able to occupy civilian positions. Then what regarding ASN from civil society who should be able to occupy those positions, but are occupied by the TNI-Polri,” said Iksan.

Chairman of the Centra Initiative Management Board, Al Araf said that the TNI-Polri should not be involved in political activities and occupy civilian positions because it is not in accordance with their functions and competencies. Moreover, the reform mandate is to remove the role of the TNI-Polri in political affairs so that they are professional in the fields of defense, security and law enforcement.

“The TNI and Polri should remain in the field of defense and security,” said Al Araf.

He added, if the problem is the buildup of non-job officers in TNI and Polri institutions, then what needs to be done is to improve the recruitment process, not give space to the ASN Management RPP.

“If the problem is that there is a buildup of non-job officers in these two institutions, efforts that can be made are improving the member recruitment process, education, career advancement and rank,” he said. (Z-6)
