Pedestrians accounted for 35% of all traffic fatalities last year.
According to the Road Traffic Act, which will be strengthened from tomorrow, if you see a person when turning right, the vehicle must first stop.
You have to be especially careful in the child sanctuary.
Reporter Kim Hyun-ji will tell you how it will change.
◀ Report ▶
This morning, at the intersection in front of an elementary school in Incheon.
The car does not stop and turns right even though the green light is on at the crosswalk.
Three pedestrians were waiting, and even though there was a traffic attendant, they passed without slowing down.
After a while, the green light is also on, but once more two cars turn right in a row.
Pedestrians might only cross the road following cars had passed.
Even stopped vehicles often cross half of the crosswalk.
The sight of a child crossing the street looking at a smartphone is breathtaking.

“There are times when (cars) don’t stop right away, and there are times when a lot of cars come out, so it seems dangerous when that happens.”
Even this is a children’s sanctuary.
In March of last year, an elementary school student was hit and killed by a truck making an illegal right turn, but the dangerous operation continues.
Starting tomorrow, if you see a pedestrian when turning right, you must stop regardless of the signal.
First, vehicles must stop when there is a person on the crosswalk.
Even if there is no one on the crosswalk, you must also stop if you see someone trying to cross the road.
Special attention should be paid to child protection areas.
This is the crosswalk across from the elementary school.
In this way, at the crosswalk in the child protection zone, you must stop unconditionally even if no one is trying to cross.
If there is no traffic light at the crosswalk in the children’s zone, you have to stop whether there are people or not.

“I turned right when there were no pedestrians. (Once the law goes into effect) I think it will get better because I can’t stop.”
Violation of the law will result in a fine of 60,000 won and 10 demerit points for passenger vehicles.
The police will set one month as a guidance period to provide intensive guidance on the strengthened road traffic law, and to crack down on them from time to time when the guidance period is over.
