Do not make Low Emission Zones (ZFE) high exclusion zones! The Commission for Spatial Planning and Sustainable Development launches a “Flash” mission to strengthen the acceptability of EPZs

THE mobility low emission zones (ZFE‑m), created by the mobility orientation law of 2019 and reinforced by the “Climate and Resilience” law of 2021, are, wherever they are implemented, sources of great concern and serious misunderstandings .

Lack of communication and pedagogy on the measure, insufficient alternative offer to thermal vehiclesrisk of widening of social inequalities even of territorial fractures,lack of means of control : as many blind spots which crystallize the tensions and make this measure a “social time bomb“. Regardless of their political affiliation, many local and national elected officials raise their voices and denounce the very low acceptability of this measurement.

The Senate had not, however, failed to alert the government on the risks of this system during the examination of the “Climate and Resilience” bill in July 2021. The commission then formulated several propositions pour to accompany its implementation and guarantee its greater acceptability without diminishing its ambition (5.5% VAT on public transport, greater freedom in the definition, at the level of each territory, of the traffic restriction scheme in particular). Only the creation of a zero-interest loan for the acquisition of low-polluting vehicles had been maintained, in an “experimental” version, however, less expensive .

Our warnings are now becoming reality. Under these conditions, the regional planning and sustainable development commission decided to launch a “flash” mission on the subject. Its rapporteur, Philippe Tabarotintends to meet the Locally electedof the residents et professionals concerned by the measure, but also of the main players in the decarbonisation of road transport et draw inspiration from other European models in order to identify realistic and balanced proposals reconciling improvement of air quality in our agglomerations and social acceptability.
