Disability Recognition in Italy Streamlined From 2025

New System Streamlines Disability Recognition in Italy

Starting January 1, 2025, seeking disability recognition in Italy will become more streamlined. Residents of nine provinces will be able to initiate the process solely through an electronic “introductory medical certificate.” This marks the beginning of a trial program that will eventually be rolled out nationwide by January 1, 2026.

The Introductary Medical Certificate: A Key Change

Article 8 of Legislative Decree no. 62/2024 centralizes the responsibility for determining disability status with the National Social Security Institute (INPS). This new process simplifies the procedure by requiring only the electronic submission of the introductory medical certificate.

This certificate can be issued by a range of medical professionals working for public and private institutions: doctors on duty at local health authorities, hospitals, scientific hospitalization and treatment centers, centers for rare diseases, general practitioners, pediatricians, outpatient specialists of the National Health Service, retired doctors, self-employed professionals, and doctors working in accredited private facilities.

The certificate must contain:

* Personal information, including the individual’s tax code and health card number.
* Comprehensive documentation of the diagnostic assessment, including anamnestic and catamnestic data (details about the individual’s medical history and current health status), along with information about any pharmacological, surgical, or rehabilitative treatments they have received.
* A diagnosis coded according to the International Classification of Diseases (ICD) system, providing a standardized understanding of the condition.
* Information about the course and prognosis (likely progression) of any pathologies encountered.

Pilot Program: Where and When?

The initial rollout of this streamlined system will take place in nine provinces: Brescia, Trieste, Forlì-Cesena, Florence, Perugia, Frosinone, Salerno, Catanzaro, and Sassari.

For those residing in these provinces, the current administrative request process will be phased out. Individuals will be required to submit the introductory medical certificate electronically.

In areas where the pilot program is not yet active, the standard process remains in place, with the administrative request still needing to be submitted by the individual or other authorized entities.

After December 31, 2024, the current process will no longer be valid in the nine pilot provinces, emphasizing the shift towards the new system. The INPS stresses that the rollout of the
