DIRECTOR General (Dirjen) of Customs and Excise of the Indonesian Ministry of Finance (Kemenkeu) Askolani emphasized that the rules for baggage for airplane and ship passengers leaving abroad were established to make things easier for passengers. Although this regulation has attracted criticism and concern among travelers abroad.

These regulations are contained in the Minister of Finance Regulation Number 203/PMK.04/2017 of 2017 concerning Provisions for the Export and Import of Goods Carried by Passengers and Crew of Transport Facilities.

“Regarding PMK 203/2017, this is a facility that passengers can use. They can convey before departing what items they already own and are taking abroad,” said Askolani at our APBN press conference, Monday (25/3).

Reporting on passenger luggage is focused on high value goods, such as cameras, cellphones, laptops and others. So that the data collection service for passengers when returning to Indonesia can be faster. In this case, Customs and Excise can use pre-departure reporting data to release goods reporting data upon passenger arrival.

“However, so far this policy has been very minimally used by individual passengers, because generally we don’t record it, we still provide acceleration and very effective service to passengers,” he said.

So far, this policy is mostly used by Indonesian citizens who will hold activities (events) abroad. For example, for international competitions, cultural activities, art, music, painting and art exhibitions or other international activities that bring a lot of supporting equipment.

“If these items have been recorded beforehand, then upon arrival, the data collection will make service at the airport easier and faster. That’s what we do,” said Askolani.

In an official statement from Customs and Excise, they stated that the government continues to strive to provide the best service to passengers, in accordance with the mandate in the legislation prepared by ministries/institutions (K/L).

Customs and Excise also supports the revision of the Minister of Trade Regulation 36 regulations which is being carried out by the Ministry of Trade (Kemendag) together with various ministries.

“This communication is very important, we educate other business actors. We convey that these goods are not subject to import duties or VAT because they are domestic goods,” said Askolani. (Try/Z-7)
