For special-use forests, plant native tree species that are naturally distributed in the ecosystems of that special-use forest; for protection forests, plant species with deep roots firmly rooted, with priority given to native trees, which can grow in harsh conditions and have good tolerance; for production forests, plant high-yield and high-quality tree species, encourage the use of tree varieties produced by tissue, cuttings, in combination with fast-growing small trees and long-term large trees.
Regarding planting locations, with protection forest land, the area of land planned for protection forest development, in which priority is given to planting watershed protection forests and planting protective forests in coastal areas.
For special-use forest land, the area of land without forest, not meeting the criteria for becoming a forest in the ecological restoration subdivision and the service and administrative subdivision of the special-use forest is the national park, the nature reserve, the species – habitat conservation and landscape protection zones; the planned land area for planting new production forests.
