According to the report, Welev won three of the twelve contracts in consortium with Ankhrian Representaciones SAC, established in 2013 by Aníbal Zegarra, brother of the former director. This last company, dedicated to cleaning services and urban transportation, began to win state contracts in 2022, according to records from the National Superintendence of Customs and Tax Administration (Sunat).

In March of that year, it won a tender in the Irrigation Subsector Program (PSI), of the Ministry of Agrarian Development, for S/282,000. Two months later, he was awarded another contract in Qali Warma, for S / 297,600. In both cases he won in a consortium with Welev, according to the report.

At the end of January, it obtained another contract in Qali Warma, for S/613,968, also in consortium with Welev, for the cleaning, maintenance and fumigation service of the offices of the headquarters of the aforementioned programs. In 2023, in addition, Aníbal Zegarra’s firm, individually, obtained a direct contract in the PSI for S/119,725.

None of those involved were located at their homes nor did they respond to the newspaper when contacted. In a previous report, the former club director denied that he had received improper support in his contracts, although he acknowledged a closeness with the president.
