In its capacity as president, this year, of the International Confederation of Alumni of the National School of Administration (ENA), Morocco hosted its general assembly last Saturday in Rabat. The opportunity to get to the bottom of it.
An event that kills several birds with one stone. First, this confederation holds its general assembly, marked by a dinner organized on Thursday in the presence of the royal advisor, André Azoulay. Then, this assembly is preceded on Friday by an international meeting.
Promote administrative cooperation
This conference of alumni of the National School of Administration is intended, according to Younes Slaoui, who is president of the International Confederation and the Moroccan Association of Alumni of the National School of Administration as well as the National Institute of Public Service (INSP) of France, to “promote administrative cooperation between the States of member and former countries but also to participate in dialogue on subjects to which the senior civil service can make its contribution”. And that’s not all ! An international delegation headed “Saturday to Dakhla to organize a general assembly of the African federation in the presence of comrades and international participants.”
An African general assembly in Dakhla
A meeting which was held on Sunday. A date whose symbolism is, for him, “good”. All while highlighting the context of the Green March festival and the development of the pearl of the South as well as the sovereignty of Morocco. Beyond these events, the Friday event is an opportunity to discuss major subjects such as digitalization which, for him, “allows, among other things, the facilitation of service”. It allows the improvement of “transparency” and in some cases also “the fight once morest certain illicit practices”. Better yet, it highlights the delegated ministry responsible for digital transition and administrative reform which reports to the head of government. “For there to be an acceleration, there needs to be coordination and quality of implementation because unfortunately with digital sometimes we see tools being put in place and then their maintenance, their updating, their development is not always relevant,” he told ALM.
What is done in Morocco and elsewhere
For her part, Yousra El Hatib, director of the cabinet of Minister Ghita Mezzour, in charge of this department, highlights the “citizen centric” approach desired by the Sovereign. “It is the compass of our action,” comments the manager. In this department, it is a question of establishing “a culture of results and performance and greater transparency of public action”. “We believe in the virtues of digitalization, in a more agile digital administration. In addition to the legal arsenal, we have acted on the conditions likely to lead to more efficient public services, closer to the citizen, more dematerialized and faster,” she says. According to the speaker, the edaraty.ma platform brings together 2,500 administrative acts and 300 online services are simplified for citizens and 200 for businesses.
Words which are appreciated by the director of the INSP Maryvonne Le Brigonen. At the opening of this meeting, the president of the Economic, Social and Environmental Council, Ahmed Réda Chami, speaks from an international perspective also devoted to this event. In this regard, he speaks regarding an overhaul of the European vision towards Africa. For him, models of economic cooperation between the two continents should evolve towards “inclusive” economic policies. All marked by the presentation of experiences from other countries such as Senegal.
