It has been emerging once more and once more for almost a decade now: the criticism from emerging and developing countries of common practice in international tax matters. Global reforms such as the 15 percent corporate minimum tax are being negotiated by the industrialized nations organization OECD; some countries in the Global South consider their influence to be too small and their interests inadequately represented. The result was two resolutions with more or less concrete demands for a strengthened role for the United Nations (UN). Now, at the request of the African group, a legally binding tax convention is being sought. The EU states and Great Britain are unlikely to be on board, it seems.
