In the details of what distinguished the government council meeting on Thursday, July 11, 2024, a statement issued by the council stated that today’s meeting was devoted to discussing a number of draft legal texts and appointment proposals to senior positions in accordance with Article 92 of the Constitution.

At the beginning of the work of this Council, the Government Council discussed and approved three draft decrees related to the health field, presented by Mr. Khalid Ait Taleb, Minister of Health and Social Protection, and they are:
Draft Decree No. 2.23.1054 implementing some provisions of Law No. 08.22 relating to the creation of territorial health groups;
This project is part of the completion of the implementation of the regulatory provisions referred to in Law No. 08.22 establishing territorial health groups, particularly Articles 3, 6 and 20 thereof, in implementation of the high royal directives aimed at promoting the national health system and improving its attractiveness, in a way that ensures the provision of health services to the population in a fair, equal and just manner at the territorial level.
Under this project, a new and innovative model of health management has been adopted, based on the regional dimension and bringing health institutions closer to citizens, according to specific objectives and a long-term strategic vision, through the creation of territorial health groups, as public institutions responsible for implementing the state’s health policy at the regional level. The draft decree includes provisions concerning the assignment of state guardianship over territorial health groups to the government authority in charge of health.
Draft Decree No. 2.23.1055 implementing the provisions of Law No. 10.22 establishing the Moroccan Agency for Medicines and Health Products;
This project aims primarily to assign the state’s guardianship over the Moroccan Agency for Medicines and Health Products to the government authority in charge of health. It also falls within the framework of implementing the royal directives aimed at carrying out a radical reform of the national health system, and implementing the provisions of the aforementioned Law No. 10.22.
Draft Decree No. 2.23.1056 implementing some provisions of Law No. 11.22 establishing the Moroccan Agency for Blood and Blood Products;
It aims to assign the state’s guardianship over the Moroccan Agency for Blood and Blood Products to the government authority in charge of health. By virtue of a joint decision by the two government authorities in charge of finance and health, a list of real estate and movable property owned by the state and allocated to the National Blood Transfusion and Hematology Center and all regional blood transfusion centers and blood banks affiliated with the government authority in charge of health will be determined, free of charge, at the disposal of the Moroccan Agency for Blood and Blood Products.
Subsequently, the Government Council deliberated and approved draft decree No. 2.24.676 amending decree No. 2.06.620 issued on 24 Rabi’ al-Awwal 1428 (April 13, 2007) on the basic statute of the nursing staff at the Ministry of Health, and draft decree No. 2.24.677 amending decree No. 2.17.535 issued on 7 Muharram 1439 (September 28, 2017) on the basic statute of the interministerial nursing and health technician staff, presented by Ms. Ghita Mezzour, Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform.
The Government Council’s approval of these two draft decrees comes within the framework of completing the implementation of measures related to improving income in the public sector, in implementation of the social dialogue agreement of April 29, 2024, by approving an increase in the wages of both the nursing staff at the Ministry of Health and the nursing staff and health technicians shared between ministries, by a net monthly amount set at 1,000 dirhams, to be paid in two equal installments according to the following schedule:
First installment: an increase of 500 dirhams net per month, starting from July 1, 2024;
Second installment: An increase of 500 dirhams net per month, starting from July 1, 2025.
The Government Council continued its work by deliberating and approving Draft Decree No. 2.24.603 amending Decree No. 2.21.437 issued on 4 Jumada I 1443 (December 9, 2021) implementing Law No. 50.17 relating to the practice of traditional industry activities, presented by Ms. Fatima Zahra Ammor, Minister of Tourism, Traditional Industry, Social Economy and Solidarity.
This project aims to review and complete the provisions of Article 28 of Decree No. 2.21.437 referred to above, by stipulating the membership of representatives of some departments whose membership is considered useful for the work of the Council and its committees, namely: the governmental authority in charge of the interior, the governmental authority in charge of finance, and the governmental authority in charge of culture.
The Government Council concluded its work by discussing and approving proposals for appointment to senior positions in accordance with Article 92 of the Constitution.
At the level of the Ministry of Higher Education, Scientific Research and Innovation, the following were appointed:
Mr. Said Al-Zouhair, Dean of the Faculty of Medicine and Pharmacy in Marrakech;
Mr. Tayeb Al-Wazani, Dean of the Faculty of Arts and Humanities in Tetouan;
At the level of the Ministry in charge of investment, convergence and evaluation of public policies, appoint:
Ms. Ghita Mahfouzi, Business Climate Manager;
Mr. Yassin Al-Asri, Director of Public Policy Convergence;
At the level of the Ministry of National Territory Planning, Urban Planning, Housing and City Policy, appoint:
Mrs. Najat Kahlani, Director of the Urban Agency of Berrechid-Benslimane;
At the level of the Ministry of Agriculture, Maritime Fisheries, Rural Development, Water and Forests, appoint:
Mr. Abdelali Aziz, Chairman of the Board of Directors of the National Seed Marketing Company (SONACOS);
Mr. Mohamed Sebki, Director of the National Office of Cereals and Legumes.
