The proposed restructuring aims to bring the diplomatic missions of the Kingdom of Morocco in line with all areas of global diplomatic performance, and what this entails in terms of coordination, consultation, effective performance, diplomatic vigilance, and more continuous follow-up, through the creation of new administrative units and the modernization and adaptation of some of the administrative units that make up the current structure, through: restructuring. General directorates in the form of homogeneous and integrated poles; Changing the name of the “Moroccan Academy for Diplomatic Studies” to bear the name “Moroccan Institute for Diplomatic Training, Research and Studies,” while assigning new tasks and broader specializations that include the fields of diplomatic studies, research, and training related to the diplomatic fields.

After that, the Government Council deliberated and approved draft Decree No. 2.24.927 supplementing Decree No. 2.17.226 issued on Shawwal 4, 1438 (June 29, 2017) specifying the list of diplomas and certificates attended and delivered by institutes and institutions affiliated with the University of Al-Qarawiyyin, presented by Mr. Ahmed Al-Tawfiq, Minister of Endowments. This project comes in the context of establishing a doctoral program at the Al-Qarawiyyin Mosque in Fez and the School of Islamic Sciences in Casablanca. It aims primarily to complete Decree No. 2.17.226 mentioned above, by including the “Doctorate Certificate in Islamic Sciences” awarded by both the Al-Qarawiyyin Mosque and the School of Islamic Sciences in the list of diplomas and certificates attended and delivered by the institutes and institutions affiliated with Al-Qarawiyyin University.

Subsequently, the Government Council reviewed a number of international agreements and draft laws related to them, presented by Mr. Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, relating to:

The Protocol to Amend the Convention concerning Offenses and Certain Other Acts Committed on Board Aircraft, adopted in Montreal on April 4, 2024, and Bill No. 49.23 hereby approves the said Protocol. This protocol aims to ensure the safety of aircraft, people and property and reduce the risk of disturbing good order and discipline on board.

The Extradition Agreement between the Kingdom of Morocco and the Kingdom of the Low Countries, signed in Rabat on December 18, 2023, and Draft Law No. 19.24 hereby approving the aforementioned agreement, which aims to strengthen bilateral cooperation between the Kingdom of Morocco and the Kingdom of the Low Countries in the criminal field, improve the effectiveness of combating cross-border crime and facilitate the extradition of criminals. The Government Council concluded its work by deliberating and approving proposals for appointment to senior positions in accordance with Article 92 of the Constitution.
