In the details of the highlights of the Government Council meeting today, Thursday, October 10, 2024, a communication issued in this regard stated that a government council, held under the chairmanship of Mr. Aziz Akhannouch, was devoted to submitting a sectoral presentation, deliberating on a number of draft legal texts, and reviewing an international agreement, in accordance with Article 92 of the Code. At the beginning of this meeting, the Government Council followed a presentation on the latest developments in university admission 2024-2025, presented by Mr. Abdellatif Miraoui, Minister of Higher Education, Scientific Research and Innovation.

The Minister confirmed that this year’s university admission, which was launched under the slogan: “Excellence, Digitization, Empowerment,” dedicates the implementation of strategic projects to the national plan to accelerate the transformation of the system of higher education, scientific research and innovation, PACTE ESRI, on the horizon of 2030.

In relation to the various university admission data and developments, the Minister stated that the demand for university training is still increasing, as the total number of students in higher education has witnessed a stable rate of increase between 5 and 6% in recent years, as the total number will reach approximately 1.3 million students, and institutions are receiving Higher education this year: 344,679 new students.

The Minister highlighted that the current university entry was characterized by the completion of workshops for downloading the new pedagogical model to include the master’s degree and higher education institutions with limited access, and with a diverse training offer that keeps pace with national needs and priorities through approximately 4,000 accredited courses, while adopting innovative mechanisms that are compatible with the specificities of the new generation through the development of And the launch of the Moroccan Smart University application “MyMoroccanUniv” for the benefit of university students within the framework of digital transformation workshops in Moroccan public universities.

After that, the Government Council deliberated and approved draft Decree No. 2.23.100 specifying the methods for organizing and maintaining the register of civil real estate companies, presented by Mr. Abdel Latif Wehbe, Minister of Justice.

This project comes in implementation of the requirements of Chapter 2-987 of Law No. 31.18 amending and supplementing the Royal Decree issued on Ramadan 9, 1331 (August 12, 1913) as the Law of Obligations and Contracts, which stipulates that civil real estate companies and each of their branches must be registered in the register of civil real estate companies updated for this purpose. , specifying and maintaining the aforementioned record in a regulatory text.

This project aims to implement the requirements of this chapter, by: stipulating the organization and maintenance of the register of civil real estate companies on an electronic basis; Determining how to submit requests to register the civil real estate company and its branches, as well as restricting subsequent amendments and finishing thereof; Specifying the certificates and extracts from the aforementioned register that the clerk of the relevant court can deliver to those requesting them.

Subsequently, the Government Council deliberated and approved draft Decree No. 2.23.101 specifying the methods for organizing and maintaining the register of agencies related to real rights and the electronic national register of agencies (new version), which was also presented by Mr. Abdel Latif Wehbe, Minister of Justice.

This project falls within the framework of implementing the provisions of Chapters 1-889 and 2-889 of the Royal Decree issued on 9 Ramadan 1331 (August 12, 1913) as the Law of Obligations and Contracts, which refer to a regulatory text to determine the methods of organizing and maintaining both the register of agencies related to real rights and the National Register. This draft decree includes provisions related to: determining how to organize the register of agencies related to real rights; Determine how to submit requests to restrict, modify or cancel agencies in the aforementioned register; A statement of the copies, extracts, or certificates that the court clerk may deliver; Organizing the national electronic registry for agencies.

Regarding draft Decree No. 2.22.381 related to internal control in ministerial sectors, it was postponed in order to deepen its implications.

The Government Council moved to deliberate and approve draft Decree No. 2.23.971 relating to the regional plan for the development and management of fishing and aquaculture in wild waters, taking into account the comments raised, presented by Mr. Mohsen Jazouli, Minister Delegate to the Prime Minister in charge of Investment, Conduct and Evaluation of Public Policies, on behalf of Mr. Mohamed Seddiqi, Minister of Agriculture, Fisheries, Rural Development, Water and Forests.

This project falls within the framework of implementing the provisions of Law No. 130.12 amending and supplementing the Royal Decree issued on 12 Shaaban 1340 (April 11, 1922) regarding fishing and aquaculture in wild waters, especially the provision that mandated the preparation of “regional plans for the development and management of fishing and aquaculture in Wild Waters” of the Department in charge of Water and Forests.

This project aims to determine how to prepare a regional plan for the development and management of aquatic life in terrestrial waters. Specifying the framework within which the draft plan prepared by the National Water and Forest Agency falls, as the administration in charge of water and forests.

The Government Council concluded its work by reviewing an agreement in the form of an exchange of notes between the Kingdom of Morocco and the Kingdom of Spain amending the agreement in the form of an exchange of notes concluded on March 8, 2004 regarding the mutual recognition and exchange of national driving licenses, signed in Madrid on February 29 and March 6, 2004, and draft law No. 25.24 is hereby approved. On the aforementioned agreement, they were presented by Mr. Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccans Residing Abroad.

This amendment, which is the fourth paragraph of the aforementioned agreement, aims to exempt Moroccan drivers who wish to exchange their driving licenses for Spanish ones from the obligation to take a special theoretical examination.
