As Tien Phong reported, the Police Investigation Agency of the Ministry of Public Security has just completed the investigation conclusion, proposed prosecution of defendant Vu Lien Oanh on the crime of “violating regulations on bidding, causing serious consequences”.
Indicted with Oanh, there are 3 former officials of this department, including: Ngo Vui (former Head of the Department of Education’s Financial Planning Department); Ha Huy Long and Pham Thi Hanh (both former Deputy Head of Financial Planning Department).
According to the conclusion of the investigation, the accused Hoang Thi Thuy Nga, who used to be the deputy general director of AIC Company, was accused of setting up 6 projects for the Quang Ninh Department of Education and Training and participating in the bidding, winning all 6. projects in the period 2016 – 2019.
These bidding packages all provide equipment, utensils and toys for educational institutions in Quang Ninh with a total value of more than 636 billion VND. However, the investigation agency said that the price of materials was “exaggerated”, causing damage of more than 80 billion VND.
After that, defendant Nga paid “commission” to Ms. Vu Lien Oanh 14 billion dong; Ngo Vui 14.8 billion and Ha Huy Long more than 1.8 billion.
In the case, the investigating agency determined that the former Director of the Department Vu Lien Oanh was the mastermind and led with Hoang Thi Thuy Nga.
During the investigation, Ms. Oanh expressed her desire to pay 14 billion VND with her family to remedy the consequences but might not do it. The police confiscated 8 properties of Ms. Oanh to ensure the execution of the sentence.
Oanh’s subordinates are defendants Ngo Vui and Ha Huy Long, who returned the money received from Hoang Thi Thuy Nga.
