On January 16, Deputy Prime Minister Tran Hong Ha signed Decision No. 20/QD-TTg on adjustment of investment policy in the construction investment project of Dong Dang expressway (Lang Son province) – Tra Linh (province). Cao Bang) in the form of a public-private partnership (PPP).

Accordingly, adjusting the project scope, specifically, the Dong Dang – Tra Linh expressway has a length of regarding 121.06 km, of which, the territory of Lang Son province is regarding 52 km (passing through Van Lang district, Trang district). Dinh) and Cao Bang province regarding 69.06 km (passing through Thach An district, Quang Hoa district, Trung Khanh district). The investment in the construction of the route linking Dong Dang – Tra Linh expressway with Cao Bang city, assigned Cao Bang Provincial People’s Committee to research, review, mobilize resources, and invest in an independent project.
Adjusting the scale of the project, Phase 1 invests regarding 93.35 km (from Km0+00 at the intersection of Tan Thanh border gate area, Van Lang district, Lang Son province to regarding Km93+350 at intersection with Tan Thanh border gate area, Van Lang district, Lang Son province. National Highway 3, Quang Hoa District, Cao Bang Province). Phase 2, further investment is regarding 27.71 km (from regarding Km93 + 350 at the end of phase 1 to Km121 + 060, the end point at the planning boundary of Tra Linh border gate economic zone, Trung Khanh district)
Adjustment of the total preliminary investment is 22,690 billion VND, of which phase 1 is regarding 13,174 billion VND (the capital mobilized by the investor is 6,594 billion VND, the state capital participating in the project is 6,580 billion VND). Phase 2 is regarding 9,516 billion VND (from central budget, local budget and other legal sources). The project implementation period is from 2020 to 2025, phase 2 following 2025.

Regarding the revenue sharing mechanism, the revenue sharing mechanism for the project is applied according to the provisions of Article 82 of the PPP Law and the source of payment for the revenue reduction is the central budget reserve.
The Dong Dang – Tra Linh expressway was developed by the Ministry of Transport and submitted to the Prime Minister for approval. The project has a length of 144 km, with a total investment of over 47,000 billion VND in March 2016. This is a very difficult project in terms of topography, geology, technical factors, legal procedures, especially the huge capital demand. There have been many domestic and foreign investors interested, come to learn and survey, but they have not returned, so the project has not been implemented yet.
At the end of 2018, Cao Bang province invited Deo Ca Group to participate in the research and implementation of the Project. Deo Ca Group proposed a plan to adjust the alignment with 6 mountain tunnels and valley overpasses, shortening the route length by 23 km to 121 km, reducing the total investment to nearly 23 trillion VND, reducing almost half of the original plan. Until, August 2020, Dong Dang – Tra Linh expressway was approved by the Prime Minister with investment policy in the form of public-private partnership in Decision No. 1212/QD-TTg.
On November 15, 2021, during a meeting with Cao Bang province, Prime Minister Pham Minh Chinh emphasized the role of the Dong Dang – Tra Linh expressway and Deo Ca Group, which has been trusted by the Prime Minister, assigned to focus on implementing this project. In the past time, Deo Ca Group has received the opinion of the Prime Minister “said it must be done” and together with Cao Bang province, both done and solved difficulties, studied to reduce the total investment, and persistently proposed solutions to make the project possible.
