Deputies approve project that universalizes pensions for senior citizens

Asuncion, IP Agency.- The Chamber of Deputies approved on Wednesday in general the bill that introduces modifications to the food pension program for senior citizens, seeking to universalize the benefit. It was decided to postpone its specific study for eight days, explained the president of the Lower House, Raúl Latorre.

The bill, which has been partially approved by the Senate, proposes the elimination of the prior census for inclusion and differentiated minimum ages for indigenous people and people with disabilities.

The proposal studied today in the Chamber of Deputies includes automatic registration, which eliminates the previous census that was carried out for future pension beneficiaries. Currently, the Pension Program for Elderly People in Vulnerable Situations is administered by the Ministry of Social Development (MDS).

It establishes that the incorporation into the program must be effective within a period of 60 days after the person reaches the minimum age required. This aims to make the benefit universal for older adults in vulnerable conditions.

The bill also maintains the minimum age for entry into the program at 65 years, prioritizing older people. However, for indigenous communities, access to the program will be from 55 years of age, and for people with disabilities from 60 years of age.

As for the criteria for inclusion in the list of beneficiaries, the senators agreed to maintain the requirements of not receiving remuneration from the public or private sector, not being a taxpayer of personal income tax, not having declared income higher than two monthly minimum wages, and not owning more than 30 heads of cattle. Senior citizens who have IPS insurance as members may be beneficiaries.

As for the amount of the pension, it is established that each senior citizen will receive 25% of the minimum wage, with automatic adjustments according to the variation in the minimum wage.

By maintaining the pension amount, the Government aims to gradually incorporate more beneficiaries. The goal is to include at least 30,000 new senior citizens annually.

According to the project under study, the program will be implemented gradually depending on budget availability.
