According to the case file, at about 11:20 a.m. on February 2, when the Working Group was on duty to check the alcohol concentration at Km142+90m National Highway 70, located in Group 9, Tan Hoa Ward, City Hoa Binh discovered that car BKS 28A-130.05 driven by Do Dinh Tam was moving in the direction of Hoa Binh city to Yen Mong commune with signs of violation.
Lieutenant Ngo Van Thinh gave the order to stop the vehicle for inspection, but Do Dinh Tam did not comply, but turned his head to intentionally increase the gas and crashed directly into the patrol motorcycle of the task force, injuring Lieutenant Ngo Van Thinh and the senior. After the incident, the traffic police force, Hoa Binh city coordinated with the local police to make a record to arrest the offender, coordinate with relevant units to investigate the incident, and at the same time, Take Lieutenant Thanh to the emergency room at the hospital.
Through examination at the hospital, Lieutenant Thanh suffered a fractured knuckle and soft tissue damage, requiring hospitalization for treatment.
