Demands to disclose the reasons for stopping the procedure for disbursing daily compensation benefits for training in the Ministry of National Education

The parliamentary representative for the socialist team in the House of Representatives, Al-Nuzha Ibakarim, called on the Ministry of National Education, Primary Education and Sports to reveal the reasons for stopping the procedure for disbursing daily compensation benefits for training.

In a written question addressed to Minister Chakib Benmoussa, the parliamentary representative stated that the Ministry of National Education, Primary Education and Sports issued a press release on November 16, 2022, announcing that it had published on its official electronic portal the nominal regulations for female and male beneficiaries of daily compensation for training, for the sixth semester, who had enrolled. In the training centers affiliated with the Ministry, until the year 1996, and those who have previously submitted their applications until November 11, 2022.

Abakarim added that the Ministry, through the same announcement, called on all those whose names were mentioned in the aforementioned regulations to come to the Directorate of Human Resources and Executive Training in Medinat Al-Irfan in Rabat in order to update the documents included in the files of their previous applications.

The parliamentarian revealed that, “Despite the response of those still alive whose names were mentioned in the announced regulations to an invitation to come to the Human Resources Directorate, at the end of November 2022, and to examine the contents of their files with the employees in charge of that and renew expired documents for those with applications that are returned.” The dates of their deposit go back more than 10 years, but they have not received their dues, even following more than 15 months have passed since the last procedure.”

The same spokeswoman considered that “this record delay, more than 26 years, in processing the files of compensation for daily training had negative effects on establishing the relationship of trust between the central interests of the Ministry and this category of executives and the general employees of the Ministry.” This situation also caused “the loss of the rights of those entitled to it.” This compensation is for those who passed away without enjoying it or enjoying their rights.”

Accordingly, a member of the Socialist Team in the House of Representatives asked regarding the reasons for the delay in disbursing the dues to those whose names were mentioned in the announced regulations, despite the passage of more than 15 months since the renewal of their files. She also wondered regarding the urgent measures that the Ministry will take to accelerate the disbursement of compensation dues for daily training, the sixth part.

In addition, the parliamentarian asked regarding the measures that the Ministry will take to enable those with rights to benefit from the daily compensation benefits for training left behind by those whose names are mentioned in the announced regulations.
