Delpino questioned the version of hacking into the CNE system

Juan Carlos Delpino, head of the National Electoral Council (CNE), said on August 30 that he does not believe the electoral institution’s system “was hacked” during the July 28 presidential elections.

“I have elements of a technical nature (…) and there is clear evidence that the hacking could never have occurred,” the official told Caracol News.

CNE President Elvis Amoroso attributed problems in the transmission and publication of data and minutes to “massive cyber attacks from different parts of the world.”

Delpino said that the country is experiencing a “terrible situation of uncertainty” that was “not resolved” by the ruling of the Electoral Chamber of the Supreme Court of Justice (TSJ), the institution that confirmed the CNE announcement on Maduro’s reelection.

According to the rector, the minutes of both the ruling United Socialist Party of Venezuela (PSUV) and the Democratic Unitary Platform (PUD) should have been compared in order to make a “verification.”

“It was not done, it has not been done, and that has brought about this problem, that in Venezuela, despite the possibility of an electoral result (…) we are still in uncertainty,” said Delpino.

Delpino spoke out for the first time after the presidential elections in Venezuela by publishing a statement on Monday, August 26, in which questioned the lack of transparency of the results issued by the CNE.

The official explained the reasons why he cannot guarantee that the results announced in the CNE bulletins correspond to the decision of the Venezuelans who voted during the day of July 28.

“On July 29, I declined the invitation of the president of the CNE to attend the proclamation ceremony, maintaining my position against the lack of transparency in the process. This decision is based on my commitment to electoral integrity and my responsibility to ensure that the results reflect the true will of the Venezuelan people,” Delpino explained in the statement published in X.

The CNE rector also spoke in an interview with The New York Times on the irregularities that were revealed before, during and after the presidential elections of July 28.

Delpino focused mainly on the conditions of political and citizen participation and the totalization of the results. He also pointed out that he has no evidence to prove that Nicolás Maduro won the presidential elections.

The interview mentions that after the rector decided not to participate in the CNE bulletins, Diosdado Cabello accused Delpino of being part of a “small group of terrorists” who affected the electoral body’s computer system.

Delpino also took advantage of the conversation to apologize to Venezuelans for failing to ensure that the presidential elections were held in a transparent manner.

The TSJ confirmed that the results issued by the CNE confirm “the reelection of Nicolás Maduro” after a “validation” process and urged the highest electoral body to publish the minutes in a disaggregated manner, as provided for by Venezuelan legal regulations.
