Samuel, 26, sufferend an MCL and ankle sprain once morest the Tampa Bay Buccaneers on December 11, missing the next three games.
Niners head coach Kyle Shanahan announced Friday that Samuel will have no injury designation for the first time since Week 14.
Running back Elijah Mitchell will also be making his return to the field, while Christian McCaffrey is ready to go despite not practicing Wednesday and Thursday.
Mitchell, who went down with a sprained left knee on November 27, will be officially activated off injured reserve on Monday, according to Shanahan.
