The increases in income will affect pensioners, private and public sector employees, NHS doctors and those in uniform.
At the same time, interventions were announced to increase housing supply through incentives for opening closed apartments and converting short-term leases to long-term ones, as well as disincentives for short-term leases in specific areas.
The measures also include supporting farmers by making the Excise Duty refund permanent and providing incentives for investment in greenhouses. He also referred to improvements in the taxation of freelancers.
Detailed measures announced by the Prime Minister:
Wages – Pensions
* From January 1, insurance contributions are reduced by 1%, instead of the originally planned 0.5%.
* More than 2,000,000 pensions are increasing by 2.2% to 2.5% from January 1.
* The minimum wage rises from 830 euros today to 950 euros by April 2027, bringing with it three years and benefits.
* About 700,000 civil servants will see increases of up to 100 euros per month.
* The on-call remuneration of the NHS doctors will be taxed at a rate of 22%, on average increasing wages by 130 euros per month.
* Additional incentive of up to 7,200 euros per year for doctors who will staff remote health structures.
* Night work compensation for enlisted men (Armed Forces, Coast Guard, Police and Fire Brigade) is increased by 20%.
Housing
* Exemption from rent tax for 3 years for landlords who rent closed properties or convert short-term leases to long-term ones.
* New increased fee for contracts through platforms.
* Prohibition of new short-term leases in the 3 central apartments of Athens for at least one year.
* “My House II” program of 2 billion euros for the acquisition of a first home by over 15,000 young people or couples aged up to 50, with an interest rate lower than the commercial one.
* €400 million program for loans of up to €20,000 at zero interest for energy upgrading of old houses.
Farmers
* Permanentizing the refund of the Special Consumption Tax on agricultural oil from 2025 in a fair and proportionate way.
* Flexible management system for the “red” loans of farmers and cooperatives with interest reduction and the possibility of refinancing.
* €600 million program to increase greenhouse cultivation.
* Plan to exchange idle public land for cultivation by investors with export agri-food products.
Changes to self-employment taxation
* The minimum taxable amount of freelancers will also be reduced in areas with 1,500 inhabitants instead of 500, while the criterion of the maximum salary of an employee will not be calculated additively but only comparatively.
Business support
* Limitation to 100,000 euros for the minimum capital limit from transformation of smaller companies.
* Abolition of Stamp Duty on hundreds of transactions.
* “Golden Visa” grant for funds of at least 250,000 euros that will finance startup companies.
* Establishment of a new National Investment Fund with capital of 300 million euros to provide incentives to dynamic initiatives with high added value.
Extraordinary allowance
Finally, the prime minister announced the beneficiaries of the extraordinary allowance that will be granted shortly before Christmas. Specifically:
* In December, 670,000 pensioners with an income of up to 1,600 euros and a personal difference will receive up to 200 euros.
* The 767,000 Child Benefit recipients will receive an extra payment.
* The 220,000 beneficiaries of disability allowances from OPECA and EFKA and 35,000 uninsured seniors will receive 200 euros.
* The 205,000 beneficiaries of the Minimum Guaranteed Income will receive the benefit increased by 50%.
