The Spanish government proposes the implementation of digital vouchers that would allow users of legal age to visit the following websites 30 times per month: Sexual content. This initiative, developed within the framework of the National Strategy for the Protection of Children and Young People Online, aims to regulate access to such material and prevent its consumption by minors.
The controversial measure proposed by Digital Transformation Minister José Luis Escrivá has caused a stir among some, who see it as a ban and censorship, a surreal measure, or view it directly as satire, or even use a special word play to describe it.
Despite the uproar, Escrivá defended apps for watching porn in his final press conference following the country’s ministers meeting.
How vouchers work
- Users of legal age interested in receiving a voucher must download the official mobile app and verify their identity using an electronic DNI.
- Once the identity is verified, a digital voucher will be issued and rewarded with 30 visits, valid for 1 month.
- When trying to access a porn site, the user will be directed to the application to authenticate using their credentials and use one of their access permissions.
What is the goal of the certificate?
- Protect minors. Limit children and teenagers’ exposure to pornographic content as it is considered harmful to their physical and mental development.
- Reduce associated risks. Reduce exposure to content that is violent, abusive, or promotes risky behavior.
- Promote responsible consumption. Promote healthy porn consumption habits and prevent addiction and its negative consequences.
The initiative has sparked a social debate, with supporters highlighting its potential to protect minors and opponents questioning its effectiveness, criticizing interference with individual freedoms and voicing concerns regarding user privacy.
The proposal is in the design and development phase with the participation of various social actors and experts. A specific date for its implementation has not yet been determined.
Digital certificates are just one of the measures being considered to tackle the problem of minors’ exposure to pornography in Spain. It is expected to contribute to creating a safer digital environment for children and young people, along with other educational, social and technological measures.
