Damascus calls for enhancing international support for early recovery and reconstruction programs in Syria without selectivity or politicization

In a speech he delivered during the “Second Regional Review Conference of the Global Compact for Safe, Orderly and Regular Migration in the Arab Region,” yesterday, Wednesday, Ala stressed the necessity of lifting the Western coercive economic measures imposed on the Syrian people, as they are responsible for the living and economic difficulties that prevent the return of Syrian migrants and displaced persons.

He added that confronting the escalating waves of displacement, asylum and migration that the world has witnessed over decades requires addressing the root factors leading to them, and supporting national efforts aimed at creating an enabling environment that facilitates the return of refugees and displaced persons to their countries and regions of origin.

He explained that addressing the causes of increasing irregular migration in the Arab region is of utmost importance, taking into account the prevailing conditions in its countries.

He pointed out that the war imposed on Syria since 2011 and its economic consequences have pushed large numbers of Syrians to immigrate and seek asylum in other countries, after the country had hosted thousands of immigrants and refugees for decades.

He stressed that the return of Syrian migrants and displaced persons to their homeland and their contribution to the efforts to recover from the crisis represents a fundamental goal of the government, which has made great efforts in this area, by working to restore security and stability to the country, adopting the approach of local settlements and reconciliations, and taking measures and facilities that would contribute to providing a favorable environment for the dignified return of Syrians.

Ala pointed out that an agreement was reached between Syria and the United Nations High Commissioner for Refugees on a working paper that was announced during the 74th session of the Executive Committee of the Commission, to work together to achieve greater and broader humanitarian access in a flexible and predictable presence of the Commission in Syria, and to enhance the channel of communication and consultation with it.

Ala pointed out that creating safe and regular migration routes and organizing them is of great importance to address the human suffering resulting from irregular migration, which threatens the lives of increasing numbers of people and turns them into victims of human trafficking gangs while they seek to reach better labor markets and living conditions, which is what the Global Compact for Safe and Orderly Migration focused on.

He stressed the need to pay due attention to the losses incurred by the exporting countries of their trained and qualified human cadres, most of whom are young people with higher and advanced education, in terms of the widening development gap that already exists between the countries hosting migrants and those supplying them, and the exacerbation of the phenomenon of irregular migration.

Ala expressed his country’s aspiration for the conference to produce results and recommendations that would contribute to adopting sustainable approaches and solutions to the problems related to displacement and migration in the Arab region.
