Dakar Council of Ministers Meeting January 10, 2024: Cultural Celebrations, Infrastructure Development, and Administrative Appointments

Dakar, January 10 (APS) – The Council of Ministers was held this Wednesday, January 10, 2024 at the Palais de la République, under the presidency of the Head of State, His Excellency, Mr. Macky SALL.

At the start of his communication, the President of the Republic thanked the populations of the Fatick region for their warm welcome on the occasion of the naming ceremonies of the Adja Marième Faye SALL Regional Hospital Center and the launch of the 12th edition of the National Festival of Arts and Culture (FESNAC).

The Head of State took the opportunity to congratulate the Minister of Culture and Historical Heritage, Professor Aliou Sow, and all of his services, the international and national delegations, and the entire cultural and artistic community of the Senegal for this great organization and the exceptional mobilization which places culture more at the heart of our national pact.

The President of the Republic also asked the Government to take all measures to ensure the monitoring of the execution, within the contractual deadlines, of the work on the Gorée Memorial, launched on January 6, 2024.

Continuing his communication, the Head of State magnified the holding of Sheikh Ahmadou Bamba Heritage Week and encouraged the perpetuation of the legacy of our historic national figures.

The President of the Republic also insisted on the imperative of: (i) safeguarding national archives, historical sites and monuments; (ii) the continuation of the writing of the general history of Senegal, a major project which must accompany the materialization of Emerging Senegal by 2035.

The Head of State indicated, finally, the need for an adequate legal framework for the construction, labeling, and management of public and private museums which must benefit, with the involvement of resource persons, from local authorities and the development of Patronage, a sustained promotion policy, with a view to knowledge of our history and the preservation of the Memory of the Nation.

Addressing Senegal’s participation in the 34th edition of the 2024 Africa Cup of Nations which will take place in the sister Republic of Côte d’Ivoire from January 13 to February 11, 2024, the President of the Republic took the opportunity of this Council , to send, on behalf of the Nation, its warm congratulations to the Lions and reiterate its encouragement and permanent support.

Returning to the consolidation of social protection programs and the regular updating of the single national register (RNU), the Head of State asked the Government to ensure the adequate implementation of the National Program of Family Security Grants (PNBSF ), with the effectiveness of the payment of quarterly allowances revalued to 35,000 FCFA, but also to ensure the monthly updating of the Single National Register (RNU), in order to establish visibility, coherence and optimization of social interventions of the State and its territorial and technical dismemberments.

In this perspective, the President of the Republic also asked the Prime Minister to prepare a document providing a social assessment of government action.

On the social climate, management and monitoring of internal affairs, the Head of State returned to the following subjects:

● the inauguration of the Bus Rapid Transit (BRT) on January 14, 2024: by asking the Government to take all appropriate measures to ensure, with the notable involvement of cities (Guédiawaye, Dakar,) municipalities and polarized populations, a smooth running of activities marking the inauguration of the BRT: an innovative, ecological mode of transport (100% carbon-free) which will reshape the living environment of the capital, Dakar;

● the resumption of domestic flights of the national company Air Senegal from the Léopold Sédar Senghor military airport: by asking the Government, the ministers in charge of the interior, the armed forces, finance, land transport, oil and energy and air transport to take all appropriate measures, with a view to ensuring, under the best conditions, domestic air services on the platform of the Léopold Sédar Senghor military airport.

Closing his communication, the Head of State took the opportunity of the 30th anniversary of the West African Economic and Monetary Union, celebrated on January 10, to congratulate the member countries, the Commission of UEMOA and all the organs of the Union for the work accomplished over all these years, particularly in the context of the convergence of sectoral policies and economic integration.

In his communication, the Prime Minister returned to the monitoring of the coordination of government activity, mentioning:

● the McCarthy Island Bicentennial Festival in Gambia;
● the economic tour in the department of Nioro du Rip;
● the situation on the market for basic necessities.

● the Minister of Foreign Affairs and Senegalese Abroad made a statement on the international situation;
● the Minister of Agriculture, Rural Equipment and Food Sovereignty made a communication on the monitoring of the 2023-2024 agricultural marketing campaign, the cold off-season and the situation of agricultural equipment;
