“Customs Smashes Records with Double-Digit Growth in Revenue: Insights and Analysis from ADII’s Activity Report 2022”

This is what can be learned from the recent activity report of the Customs and Indirect Tax Administration (ADII). The positive development observed in 2022 shows, according to Abdellatif Amrani, Director General of ADII, the dynamics of customs activities in supporting public finances and contributing to the national economy in general through support for the investment and export promotion. Referring to the ADII, by recording 131 billion DH in customs revenue in 2022 once morest 111.2 billion DH in 2021, customs smashed all its records in terms of collection and posted a double-digit growth rate of 17.8%. . Customs revenue: An achievement rate of 117.6% compared to the forecasts of LF 2022
Compared to the forecasts of the 2022 Finance Law, customs revenue exceeded, according to the ADII, 117.6%, i.e. an additional 19.57 billion DH. In detail, the structure of budgetary customs revenue in 2022 was marked by a rebound of 5 points on the part of the “Value added tax” thus increasing from 58% in 2021 to 63% in 2022. On the other hand, the share of the domestic consumption tax (TIC) contracted by 4 points, i.e. 26% in 2022 instead of 30% in 2021. has stabilized around 11% over the past two years. With regard to additional revenue, the customs control exercised by the Import Administration generated additional revenue in the order of 4.2 billion DH in 2022. “Receipts from value control constitute the main source of food for these revenues up to 76%”, can we retain from the ADII. And to specify that “these receipts recorded a drop of 22% compared to the past year, due to the increase in international prices. This has visibly reduced the phenomenon of under-invoicing”. For their part, the revenue generated following the a posteriori control amounted to 519.9 million DH covering 12% of the additional revenue. The amount of additional duties and taxes generated by the immediate control, excluding value control, amounted to 381.2 million DH capturing 9% of the additional revenue. At the same time, in 2022, passenger screening returned to its pre-health crisis level of activity. We note in this sense an evolution of 75% of its additional revenue in terms of duties and taxes amounting to 85.9 million DH. In addition, the proceeds from the sale of goods seized or abandoned in customs reached 158 million DH in 2022, recording an increase of 7.63% compared to 2021. Also, the overall value of goods transferred free of charge reached under the financial year 2022 the 5.7 million DH. 76% of this total is intended for hospitals and associations and charities once morest 20% granted to the Entraide Nationale. Customs clearance: Nearly 2 million declarations identified

Contraband: 19 million cigarettes seized

The year 2022 was also marked by the implementation of a new mechanism to combat money laundering and the financing of terrorism. In the fight once morest currency smuggling, the control of travelers through the various border points has made it possible to seize currencies of around 50 million DH. In addition, the total amount in foreign currency declared by travelers reached 1.5 billion DH once morest 790 million DH in 2021.
In addition, the control operations of the customs services seized in 2022, 133 tons of prohibited bags and the dismantling of several clandestine workshops for the manufacture of plastic bags. In 2022, customs officers seized 8 falcons, 10 goldfinches, as well as 845 kg of sea cucumbers.
