Cure Ssn, a maxi-package of new services arrives

A maxi-basket of new or renewed services, offered by the National Health Service to citizens “regardless of where they live and how much they earn”: this is how Health Minister Orazio Schillaci presented the go-ahead for the new Essential Levels of Assistance (Lea), i.e. the offer of free or payable treatment within the NHS. The Dpcm was approved in the State-Regions Conference following more than six years of stand-by and many negotiations on methods and resources.

Entry into force

To give substance to the demand for treatment and services on the part of patients, the two tariffs for outpatient specialist care and for prosthetic assistance which are the real novelty of the decree and which will enter into force respectively in January and April 2024. In all over 3,000 services (2,108 only for the specialist) in which a public healthcare offer is “rejuvenated”, which in many cases dates back to the 1990s.

The news “unblocked” by the provision

Disposable video capsules for diagnostics, innovative tests during pregnancy, a complete package of services for assisted reproduction, celiac disease monitoring, genetic and cytogenetic tests, radiotherapy and hadrontherapy for tumors and molecular tests to characterize tissue mutations, total review of rehabilitation services and robotic aids for the disabled, ocular communicators and hi-tech wheelchairs, artificial limbs and voice recognition and gaze pointing systems. These are some examples of the innovations “unlocked” by the provision to which others should already be added in the coming months.

Starting with a dowry of 400 million

The resources “are there”, guaranteed by the Ministry of Health which has received the MEF visa, and will be able to grow further: for the moment we start with around 400 million (402.3 million to be precise) and immediately a monitoring table with the Ministry of the Economy itself – loudly requested by the regional presidents who until yesterday kept the provision in the freezer, worried that the economic repercussions would aggravate health care budgets in various cases at risk of default – will evaluate the actual expenditure.

We look at continuous updating

Having finally completed the “mother” Dpcm on the Lea, on which the previous government had already worked hard, but finding the wall of governors, will allow us to immediately provide for the further update of the tariffs. For this match, the 200 million a year allocated by the Budget law for 2022 are already on the field. «Starting tomorrow – explained Schillaci – we will also evaluate the possibility of introducing new services with an income statement: medicine is constantly evolving and six years is an unacceptable time for a modern country such as Italy». The challenge is epochal: “On the one hand – continued the minister – we have innovation and on the other a particularly long-lived Italian population, so we must act synergistically both on prevention by trying to reduce chronic transmissible diseases which will have a great impact on the years to come, and to continue investing and making routes more efficient».
