Cuba Customs: Shipping Policies and Process Updates 2023

The General Customs of the Republic of Cuba recently reported on the processing of shipments made to the island.

On many occasions, Cuban freight forwarding officials have clarified that the “bottleneck” in the processing of parcels sent to Cuba occurs, above all, in the customs process in Cuba.

Despite this, the agency remembers all the flexibilities approved by the Ministry of Finance and Prices and that are in force, for imports that are carried out on a non-commercial basis by natural persons.

For example, the following were exceptionally authorized from July 1 to December 31, 2023 for shipments to Cuba:

That in non-commercial air, sea and postal shipments by natural persons, the value limit be increased from 200 USD to 500 USD. Exemption from customs tax for the first USD 30 of the value or its equivalent weight of (3) kilograms of the shipment and applying a tariff rate of 30% to the excess. The non-commercial importation of food, hygiene, medicines and medical supplies up to the limit of five hundred US dollars (500.00 USD) of value, equivalent, up to fifty kilograms (50 kg) and exempt from the payment of customs tax, through of passengers as unaccompanied baggage.

All these provisions appear in the Official Gazette No. 47 Extraordinary, published on June 29, 2023.

The Cuban Customs also announced that this Sunday, November 19, the rates in Cuban pesos will come into effect for charging natural and legal persons for the technical-productive services they provide.

On this last topic, a reader of Directorio Cubano sent us a screenshot that Customs made clarifying the new rates.

“It changes that before a payment for services was established, either for luggage, which had a value of 10.00 pesos. This was increased depending on the import made by the person, the same happens with the message from home, the service provided is charged,” they responded.
