Russian President Vladimir Putin held a national security conference in February 2014, announcing the “return” of the Ukrainian territory of Crimea to Russia. In March of the same year, Russia occupied Crimea, seized strategically important areas throughout the territory, and subsequently established a federal district. Russian authorities declared Crimea’s independence and held a controversial referendum, saying polls would return Crimea to Russia.
