creation of the national water desalination agency

ALGIERS – An executive decree on the creation, organization and functioning of the National Water Desalination Agency (ANDE), has been published in the Official Journal (JO) n 16.

According to this decree n 23-103 signed on March 7, 2023 by the Prime Minister, Mr. Aïmene Benabderrahmane, this agency is “an instrument for the implementation of the national policy in terms of water desalination” and “its action aims the strengthening of national water production capacities in order to ensure water security”.

In this context, the agency’s mission is to build, operate and ensure the maintenance of water desalination plants and related infrastructure and equipment, by carrying out all actions and operations contributing to this end.

It is also responsible for conducting all studies and analyzes relating to water desalination, making the water produced at desalination stations available to organizations responsible for water distribution and contributing to the development of the national strategy for water desalination.

The agency also works to promote the use of national production and the national design and production tool, as part of the construction, operation and maintenance of desalination plants and related infrastructure and equipment. , the creation and deployment of a research/development activity and to ensure the exploitation and filing of any patent relating to its subject.

Placed under the supervision of the minister in charge of hydraulics, ANDE, whose headquarters are located in Algiers, is a public establishment of an industrial and commercial nature (EPIC), endowed with legal personality and financial autonomy.

It provides public service constraints in accordance with the requirements of the specifications appended to this decree.

The agency benefits from an initial allocation granted by the State, the amount of which is fixed by joint order of the Minister in charge of finance and the Minister in charge of hydraulics.

The agency’s budget includes revenue, the initial allocation granted by the State, proceeds from the sale of water produced at desalination stations, proceeds from services provided related to its purpose, and remuneration public service obligations imposed on the agency by the State, in accordance with the requirements of the specifications.

In addition, it includes any contributions and aid from local authorities, any aid from national and international organizations in accordance with the procedures and regulations in force and all other resources related to the agency’s activity, according to the decree.
