Creating an Office of Pest Control to Address Boston’s Rat Problem: Boston City Council Speaker Ed Flynn Leads the Way

In an effort to address Boston’s persistent rat problem, City Council Speaker Ed Flynn is requesting a hearing on the creation of an Office of Pest Control to direct rodent mitigation operations.

Flynn will present the hearing order at Thursday’s Boston City Council meeting.

Since the pandemic, Flynn said pest control has become a major quality-of-life issue for residents, as food sources have moved directly from restaurants to residents’ homes, as well as an increase in reports of rodent activity and sightings in the city. At a recent hearing, city councilors noted that this pest control issue has become a top citizen complaint in Boston neighborhoods.

“We need to intensify our efforts to address this serious public health and quality of life issue,” Flynn said in a statement. “While I congratulate the Public Works and Inspection Services team on the great job they are already doing, we need additional resources and designation of a point person in the City who has overall responsibility and authority for all matters related to rats and pest control. The creation of an Office of Pest Control would provide the attention and oversight that our neighbors and taxpayers deserve to oversee the City’s rodent mitigation efforts.”

Flynn said he is closely monitoring the development of New York City’s rodent control plans and has spoken with Boston Mayor Michelle Wu’s administration regarding creating a pest control office. He said the position’s responsibilities would include educational outreach, as well as coordinating with city departments, residents and neighborhood associations to address what he calls a “public health emergency.”
