Countries receive additional money without the risk of sanctions

Finance Minister Magnus Brunner (ÖVP) assumes that the final details of the financial equalization will be clarified in the next 48 hours. An understanding should be made easier by the fact that the target agreements, for example on reforms in the health sector, should come without sanctions if they are not achieved. But there will be evaluations halfway through and at the end of the financial equalization period.

“We are now in the final stages. I am confident that we will be able to reach an agreement by Wednesday,” said Brunner at a press conference in Vienna on Monday. A decision is expected to be made by the Council of Ministers in the middle of the week.

The sums had already been agreed upon at the beginning of October. Although the distribution key for tax revenue between the federal, state and local authorities remains the same, contrary to the demands of the latter, both local authorities receive considerable extra sums. Specifically, 2.4 billion in fresh money should be made available annually. To do this, however, the states must meet certain target agreements for reforms. The money should not only flow into health and care but also into expanding childcare and climate protection measures.
