“Council of Ministers Meeting: President SALL’s Vision for Strengthening Social Dialogue and Economic Emergence in Senegal”

The Council of Ministers was held this Wednesday, May 3, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL.

At the start of his communication, the President of the Republic took the opportunity of the celebration of Labor Day 2023 to extend his warm congratulations to the Minister of Labour, Social Dialogue and Relations with Institutions, to the workers and to workers, the High Council for Social Dialogue and the Labor Administration.

After receiving, in the presence of the entire Government and the representatives of the Employers, the registers of grievances of the trade union centers, the Head of State praised the sense of responsibility of the trade union centers and reaffirmed his availability to always strengthen the dialogue social tripartite between the State, the Employers and the Unions, in order to support more the company, to protect the workers as well as possible and to ensure a durable social stability, favorable with the emergence of Senegal.

In this spirit, the President of the Republic indicated to the Prime Minister, the imperative to ensure regular monitoring of the state of management of sectoral grievances through a quarterly evaluation according to consensual methods defined with the social partners. To this end, the Head of State stressed the need to set up social dialogue committees in all sectors and to designate a “social dialogue” focal point in each ministry.

In view of the notable efforts made by the State to significantly increase the remuneration of public officials and mitigate the effects of the high cost of living on households, the President of the Republic insisted on the urgency of finalizing the tripartite negotiations in the private sector. .

In this dynamic, the Head of State asked the Prime Minister to prepare with the social partners, a new Pact for social stability and economic emergence, which might be signed by the end of July 2023.

Furthermore, the President of the Republic returned to the social protection of workers, particularly those in the informal sector, asking the Government to speed up the finalization of the national strategy for the formalization of the informal sector.

In addition, the Head of State asked the Government to strengthen the empowerment and protection of women at work before emphasizing the urgency of accentuating the process of clearing up the “social liability” and monitoring the situation of public and private companies in difficulty, particularly those in industry.

The President of the Republic also asked the Prime Minister to finalize, following studying the neutrality of their budgetary and financial impacts, the regulatory texts and establishment agreements concerning public entities and/or public sector personnel.
Moreover, the Head of State invited the Minister of Labour, Social Dialogue and Relations with Institutions, to continue the modernization of the Labor Administration, whose central role in the protection of workers, must be reinforced. .

The President of the Republic notably asked the Minister of Communication to ensure the strengthening of social dialogue in the public sector of the press and to accentuate the efforts to transform the sector with the full application of the Press Code.

Finally, the Head of State reminded the Council of the forthcoming hearing that he will grant to the employers’ organizations of Senegal within the framework of the economic dialogue with the national private sector.

Addressing the reception and decoration at the Palace of the Republic, to the dignity of Grand Cross of the National Order of the Lion, of the nine (9) skirmishers, nationals of Senegal, definitively returned to the country, with the accompaniment of the French Republic, the Head of State congratulated, in the name of the Nation, our brave compatriots who have returned, who, throughout their careers, have served with courage, under the flag, with the defense of freedom and the preservation of our values ​​of civilization.

In this regard, the Head of State asked the Minister of the Armed Forces to take all appropriate measures to promote the best conditions of installation and social monitoring in Senegal for these worthy veterans.

In addition, the President of the Republic asked the Minister of the Armed Forces to strengthen the National Office of Veterans, whose headquarters must have all the modern conveniences in order to perpetuate the memory of our fellow veterans.

Returning to the inauguration, this Tuesday, May 2, 2023, of the Automobile Mechanics and Professionals Activity Zone (ZAMPA), the Head of State congratulated the Minister of Handicrafts and the Transformation of the Sector informal, Doctor Pape Amadou NDIAYE, AGETIP, the company GETRAN and all the professionals in general mechanics, for the construction of this major infrastructure, which is part of its ambition to modernize and transform national crafts.

The President of the Republic has thus asked the Government to initiate, with the consensus of all the stakeholders, the gradual relocation of the activities of mechanics and automotive professionals to this modern platform, which must become a a true national center for the development of automotive professions.

In this momentum, the Head of State asked the Prime Minister to mobilize all the supervision, training (3FPT), financing (DER/FJ, FONGIP, PROMISE) and promotion of employment (State/employers agreement), in order to support the transformation of the automobile mechanics sub-sector, in which craftsmen must benefit from capacity building with the use of new technologies.

Finally, the President of the Republic has asked the Ministers in charge of Town Planning and Local Authorities to expedite the development of a national map of the areas occupied by automobile mechanics and professionals, in order to facilitate, in all the regional capitals, the relocation of activities related to this major sub-sector, which contributes to apprenticeship, professional qualification and the integration of young people.

With regard to the acceleration of phase 2 of the Regional Express Train, the Head of State reminded the Government that the TER remains one of the emblematic projects of the Emerging Senegal Plan (PSE), for which he attaches great importance to optimal operation to the satisfaction of users and
populations of the areas served.

In this regard, the President of the Republic has asked the Government to constantly monitor the quality of the service offered to customers, in view of the success observed in the use of the TER and the state of progress, within the contractual deadlines, works, infrastructure (stations, bridges and roads, etc.) and installation of equipment for phase 2, planned over 19 km between Diamniadio and
Blaise Diagne International Airport.

On the social climate, management and monitoring of internal affairs, the Head of State returned to the following subjects:
 the preparation of the 2023 examinations and competitions, by asking the Government, in particular the Ministers in charge of education, higher education, vocational training and finance, to take all the necessary measures now , for the organization in the best conditions, of examinations and competitions throughout the national territory;
 the evaluation of road safety measures and the monitoring of the modernization program of the transport sector, by inviting the Prime Minister to engage with all the public structures and organizations of professionals involved, the evaluation of the application of preventive measures accidents and improving road safety. The President of the Republic has also asked the Government to ensure the optimal functioning of the Executive Council for Sustainable Urban Transport (CETUD), with regard to the extension of its missions and the exceptional development of urban transport in the capital region with the combined operation of TER, BRT and other public and private transport systems.

In his communication, the Prime Minister returned to the monitoring of the coordination of government activity by mentioning:
 its participation in the International Economic Conference on improving the targeting of
public policies at UCAD;
 the Interministerial Council on the agricultural campaign;
 the interministerial meeting on regional airports.
IN RESPECT OF COMMUNICATIONS FROM MINISTERS
 the Minister of Foreign Affairs and Senegalese Abroad gave a presentation on the international situation;
 the Minister of Infrastructure, Land Transport and Accessibility made a presentation on the “Smart Traffic Management System in Dakar” project;
 the Minister of Higher Education, Scientific Research and Innovation made a presentation on the state of implementation of the thirteen (13) presidential decisions resulting from the hearing granted to the university community;
 the Minister of Trade, Consumer Affairs and SMEs gave a presentation on the “Integrated System for the Identification and Individualized Monitoring of Shops” (SIRSIC) and an update on the onion and potato marketing campaign earth.

 the draft decree on the organization of the Ministry of Industrial Development and Small and Medium Industries.
