Corsican Community Reacts to European Commission Investigation on Maritime Public Service Delegation: Updates and Details

After the announcement by the European Commission of the opening of a thorough investigation regarding the maritime public service delegation (DSP) ran, the Community of Corsica (CdC) reacted by way of a press release this Sunday, February 25 to show its confidence.

“The decision to carry out an in-depth investigation follows new complaints filed by the company Corsica Ferries with the European Commission in spring 2023. This new phase of the procedure, known as the formal examination phase, will allow the Corsican Community to provide all useful details to the European Commission on the points on which it considers that it needs additional information, so as to confirm its initial assessment”indicates the CdC.

Announced on February 23, the European Union investigation must determine whether the compensation received under the current maritime public service delegation (2023-2030) complies with European rules on state aid.

The maritime public service delegation was voted by the Corsican assembly in December 2022. It came into force on January 1, 2023, until 2029. The two shipping companies selected receive financial compensation of 106 million euros per year. Which represents 745 million euros for the entire DSP.

The Corsica Linea company has won the Bastia, Propriano and Île Rousse lines, departing from and going to the port of Marseille. La Méridionale, owned by the CMA-CGM group which also owns the daily newspapers Corse Matin and La Provence, provides DSP for Porto-Vecchio. The port of Ajaccio is served jointly by the two companies.

The award of the maritime DSP was challenged before the administrative court, by the company Corsica Ferries, which was not a candidate for the call for tenders launched by the Corsican transport office.

“The Community will continue to work with State services to provide the required response elements and obtain an approval decision as soon as possible”indicates the CdC in its press release.

For the record, in 2021, Corsica Ferries had the CdC ordered to pay compensation of 86 million euros for the damage caused by the operation of the additional service within the framework of the maritime DSP, between 2007 and 2013.
