The General Legislation Commission of the Deliberative Council of Córdoba will be constituted this Tuesday to discuss a project to modify the Provincial Electoral Code (10,073) that was presented by the space of Olga Riutort, and that seeks to change the deadlines for the call for municipal elections and prevent testimonial candidacies.
The councilor of the Fuerza de la Gente bloc, Gabriela Paulí (aligned with Riutort), had presented a modification project last Thursday to introduce two changes to the ordinance that regulates electoral requirements. Modifications that we make for Córdoba saw it with good eyes and to which it might give treatment in the session next Thursday.
In the project, Paulí proposed modifying article 44 so that the call for municipal elections is carried out 90 days in advance. Although he clarified that, “in case of simultaneous elections, the call should be made 65 days in advance of the date set for the electoral act called by the provincial or national order.”
This last point is not contained in the current Municipal Electoral Code and is one of the most likely to cause discussion between pro-government supporters and opponents, those who denounced “opportunism” when opening a debate in the same election year.
The issue became even more relevant because this Monday Governor Juan Schiaretti called for elections for governor, lieutenant governor and provincial legislators for June 25, and the call for municipal elections by Mayor Martín Llaryora is still pending.
But in addition, Paulí proposed in the project a modification of article 50 that will seek to prevent the same leader from being able, in the same period of time, to present himself for testimonial candidacies; that is to say, in different positions and for different electoral processes (for example, for deputy governor and mayor of Córdoba).
“No person may be a candidate at the same time and for the same or different position in different parties, alliances or political confederations that present lists for their officialization… Said prohibition will be extensive for the candidates, candidates for provincial or national positions when there are electoral simultaneity or the elections are taking place between the stages of presentation and the approval of the definitive scrutiny”, was written in the project that fully aims to prevent double nominations.
This modification is the one that most convinced the Hacemos por Córdoba bloc, so the issue might count on the votes of the pro-government majority, plus the Fuerza de la Gente bench, as author of the project.
fixed date treatment
With the constitution of the commission (Tuesday from 8.30) to address the project that seeks to modify the Municipal Electoral Code, two other proposals that had already been presented in previous years will be reactivated.
The discussion of a project by councilor Juan Pablo Quinteros, from Encuentro Vecinal Córdoba, will return to the Deliberative Council, which for more than a year has been proposing changes so that in the capital Córdoba the elections are held on a fixed date, more precisely the third Sunday of May.
This idea was not questioned by Riutort and even within the Hacemos por Córdoba bloc there were councilors who considered that this change might be made compatible, as long as it is applicable in the 2027 municipal elections. Although there were also pro-government supporters who ruled out opening this debate.
The third project in question that will be reactivated in the commission will be the one presented by the justicialista mayor Diego Casado, who establishes changes in article 50, regarding the preparation of the lists. Although this proposal would have less chance of entering as an agreed office to be dealt with in the session on Thursday, the day on which the ruling party and the People’s Force would sanction the impediment for testimonial candidacies.
