“Cooler my city”: the tool at the service of islands of freshness

ADEME is launching “Plus frais ma ville”, a public digital decision support service for cities that want to set up cooling solutions.

With each heat wave, sales of fans and air conditioners explode and city dwellers rush near the fountains to cool off. While thermal comfort inside buildings must be addressed through efficient renovations, Ademe wants to help local authorities improve outdoor thermal comfort thanks to its new free tool “Cooler my city”. This service constitutes a first stage of decision support, before a tailor-made study carried out by a design office.

Communities on the front line

Communities are indeed on the front line to fight against heat waves which tend to intensify and multiply. “To deal with it, they must deploy solutions adapted to their territory and their specificity, underlines Élodie Briche, who carries the project at Ademe. It is necessary to think about solutions to be deployed according to the available land, the urban morphology, the policies in progress, the existing buildings and especially to think about the type of future climate. »

Concretely, this tool offers to find the most suitable solution for its territory. Whether cooling a roundabout, a building, a car park, a street, a square, a schoolyard or even a park, it offers up to four solutions that can be deployed quickly or in the medium term. And for each of these solutions, “Cooler my city” provides a technical sheet explaining its cooling potential, the materials and furniture envisaged, the upstream diagnosis, the implementation stages and the points to watch out for. It also provides information on costs and available funding.

Finally, this digital service compiles feedback to facilitate decision-making. They also feed an “Oops” category to document the problems encountered by the agents and elected officials of the communities and thus avoid reproducing them.

A first step to discover solutions to deploy

There is no single answer and no generalizable “ready-to-refresh” solution. Elodie Briche details the range of solutions: “There are four types of urban refreshment: green solutions related to the greening of urban spaces, blue solutions related to water management, gray solutions which include coatings, materials and urban forms – what what we call the typomorphology –, and the soft solutions that will be the changes in the city’s practices and behaviors. »

More “it is not enough to change the coating and plant trees to solve the problem”, warns Perrine Prigent, municipal councilor in charge of heritage enhancement, the improvement of public spaces and the place of water in Marseille. “Fresh my city” also invites people to anticipate future climate change in order to adapt species to the future climate, calculate water needs and plan maintenance. Because if the vegetation provides shade, without water, there will be no evapotranspiration phenomenon and therefore no cool island.
