By July 13, the Russian Ministry of Defense announced that it will sign contracts with volunteer units that are not under its direct control by July 1 and treat them in the same way as the Russian military. As Ukraine’s reversal offensive is in full swing, it appears to be aimed at correcting the disorder between the regular army and volunteer units and strengthening control. Prigozin, the founder of the private military company Wagner, was outraged and refused to accept the contract.

Undersecretary of Defense Pankov said on Monday that the deal would give him legal status as a soldier and improve support for him and his family.

Prigozin announced on the 11th that he would not enter into any contract with Shoigu. Shoigu once once more criticized the military as “unable to manage normally”.
