Contractors required to pay a deposit for road rehabilitation

ALGIERS – The Minister of Public Works and Basic Infrastructures, Lakhdar Rekhroukh announced, Thursday in Algiers, that his ministerial department was preparing new measures obliging contractors responsible for carrying out road works to pay, before the launch of the work, a deposit for their restoration.

During a plenary devoted to oral questions to the Council of the Nation, chaired by Mr. Salah Goudjil, President of the Council, in the presence of the Minister of Relations with Parliament, Basma Azouar, Mr. Rekhroukh underlined that “in the framework of the amendment of executive decree 04-392 relating to the authorization of roads, the sector is in the process of developing provisions linked to the conditions and modalities of deposit and payment of a deposit linked to the restoration of the area public roads, in particular the financial provisions which constitute a guarantee for the State in the event of damage”.

“These provisions, which will come into force as soon as possible, will require the holder of the permission to pay, before the start of the work, a deposit for the restoration of the public domain of the roads,” a- he clarified, stressing that this deposit “will represent the cost of all the necessary work, with a view to protecting the public domain from possible damage.

Responding to the question from the senator of the National Liberation Front (FLN) party, Mohamed Belayachi, the minister affirmed that the deposit will be fully returned if all the restoration work is carried out by the holder of the road permit. , in accordance with the technical rules and descriptions.

The development of the specifications is also underway, in coordination with various companies in charge of network management, which will set the earthworks processes necessary during the execution of the work and the restoration of the public road, according to M . Rakhroukh.

Responding to a question from Senator Mohamed Amine Sahli (Sawt Echâab) concerning lighting and signage along the second ring road of Algiers linking Zeralda to Boudouaou, Mr. Rakhroukh explained that “this road was designed on the model of the East-West highway, in accordance with current standards”, which stipulate that lighting is only necessary on axes adjacent to certain areas such as airports and large industrial and urban areas.

The services of the “Algerienne des Autoroutes” are responsible for the periodic maintenance of reflectors, vertical and horizontal signals allowing the trajectory of the road to be seen during night driving, added the minister.

He also indicated that the services of the wilaya of Algiers specializing in public lighting are working on the development of a study to equip the sections adjacent to the new urban areas with a lighting network.

The highway linking Zeralda to Boudouaou, commissioned in stages from 2009 to 2011, crosses three wilayas, namely Algiers, Blida and Boumerdès, over a distance of 62 km.

In response to the question from Senator Belkacem Bari (FLN), concerning the creation of a work of art or a bridge at Oued Djedi in the commune of Ras El Miaad (wilaya of Ouled Djellal), the Minister assured that this project would appear in the PLF 2025.
