The Deputy Regional Governor for Rural Development Andreas Filias, speaking to the Regional Council, in two consecutive meetings (24, 25/04/2024), referred in detail to the important interventions that the Regional Authority has made to strengthen the Primary sector.
In particular, responding to a question from the Vice President of the Regional Council Dionysios Kaplanis and the Regional Councilor Antonio Tsagris, Mr. Filias had the opportunity to refer to the rural electrification program currently underway in the Region of Western Greece, stressing that it is directly linked to the production process, the modernization of the holdings and the increase of the income of the farmers, i.e. with their survival as such.
The program subsidizes the construction of electrical networks for the electrification of agricultural holdings for plant and animal production.
According to the information provided by the Deputy Governor, in P.E. At the same time, the electrification program is ongoing with €289,799.56 available. So far, applications have been submitted to modernize 120 farms with a subsidized amount of more than €600,000 for the year 2023 and the interest of our farmers is multiplying.
In P.E. Achaia submitted more than 40 applications in 2023 with a subsidized amount of more than €100,000 for the year 2023 and it is expected that other farmers will be interested in 2024. The need for financing is expected to increase in this particular case as well.
In P.E. In Ilia, rural electrification actions are financed as follows: In the Municipality of Archaia Olympia €460,000.00, in the Municipality of Ilida €284,638.97 and in the Municipality of Pyrgos €142,054.34.
“The responsibility for implementation rests with the Municipalities and we are in contact with them, in order to assist in their own efforts or even to integrate into our own program any requests that they cannot satisfy themselves,” emphasized Mr. Filias and concluding, he stated: ” If someone asks if we are happy, the answer will be no.
We are willing to continue the program with greater intensity, seeking and claiming more resources and other sources of funding, thus ensuring the possibility for as many beneficiaries as possible to get in touch with modern forms of production process”.
Moreover, during the accountability meeting, the Deputy Regional Governor for Rural Development referred to the role that the Regions undertake both in the supervision as well as the technical and administrative assistance of the OEBs, as he was positioned on the issue raised by the regional councilors Dimitris Masouras and Konstantinos Diamantopoulos.
“The Region of Western Greece, in addition to the understaffing of its services and the non-exercise by the Municipalities of their authority to supervise the TOEBs, has started both the financial management audits of the OEBs (14 have been carried out and sent to the relevant department of the ministry), drafting of technical reports for the self-inspection projects of the OEBs and technical assistance at the level of instructions and recommendations for compliance with the current legislation” explained Mr. Filias and added:
“At the same time, in collaboration with the technical services and the OEB, proposals for the modernization of the land improvement infrastructure have been submitted for inclusion (29 completed studies). 17 proposals have been included in the PAA and 7 proposals in the CAP. Of these, 8 projects have been completed while 4 projects are in the tendering process and 5 proposals are in the objection process, while a contractor has already been installed in the project Undergrounding natural flow networks (channels) TOEB Gastounis by YPAAT”.
At the same time, as he noted, the pilot application of a modern computerized tool for the OEBs is being planned, for the economic and technical mapping of their daily operations, in collaboration with the PDE services, in order to operate in accordance with the legislation and to minimize both operational costs and their administrative-administrative problems.
Referring in particular to the debts owed to Electricity providers, the competent Deputy Governor added that the Region is in the process of investigating good practices where OEB even of the Region of Western Greece managed to prove exorbitant and fictitious charges, disputing large amounts and forcing PPC to even temporarily suspend any act of interruption of energy supply, at least until the debts are paid and through installment procedures.
“At the same time, we have been in contact with the University in order to draw up a study to determine the exact available amounts of water in the dams in order to enable the GOEBs that manage the dams, especially in conditions of water shortage, to carry out realistic planning both in terms of time and amount of water supplied for irrigation” explained Mr. Filias.
