In its session on Friday, June 23, the Congressional Decentralization Commission decided -with 12 votes in favor- to refrain from ruling on bill No. 3518 that modifies the Law on Indigenous Peoples, for which reason the initiative was shelved.
It should be noted that previously, the Congressional Peoples Commission also approved the filing of said initiative, a decision that was supported by the American actor Mark Ruffalo.
“Before, people used to hear regarding many ‘environmental problems’, but now it’s just one fight: for life itself. This is Earth’s Endgame,” Ruffalo wrote on his Twitter account last Wednesday.
The actor who gives life to the Hulk in the Avengers saga has called on the ‘Amazon Avengers’ to demonstrate once morest the project proposed by the Fujimori congressman Jorge Morante Figari, and which intended to modify some articles of Law 28736 “Law for the Protection of Indigenous or Native Peoples in Situation of Isolation and in Situation of Initial Contact”.
Specifically, it seeks to give the Regional Government the power -currently it is held by a Multisectoral Commission chaired by the Institute for the Development of Andean, Amazonian and Afro-Peruvian Peoples (INDEPA)- to decide which indigenous reserves receive said category, or to which human group it is granted the category of Indigenous People in a situation of isolation or in a situation of initial contact, as they will be approved by Regional Ordinance.

In addition, it added a provision that, in the opinion of the environmental NGOs and the actor himself, may imply the extermination of isolated indigenous peoples and those with whom there has been initial contact: the text proposes the creation of a Review Commission, led by by the regional government of the area of influence to evaluate the declarations of recognition of these peoples and the granting of the category of indigenous reserves, in order to determine their continuity, revocation or extinction of the same.
Management contacted the author of the project (Jorge Morante) but the parliamentarian excused himself for participating in the plenary session on June 21. He indicated that he would respond ‘in the followingnoon’ to questions regarding his initiative.
However, for Morante -according to the explanatory statement of his bill- “there is excessive interest from certain foreign governments that finance the creation of indigenous reserves, looking for certain NGOs and state entities as strategic allies to advocate the strict intangibility of extensive territories, limiting the sustainable use of the resources that the Amazonian inhabitants themselves require to promote their development, under the pretext of achieving the reduction of greenhouse gas emissions, as well as the protection of PIACI assumptions”, he indicates.
Mark Ruffalo, however, has promoted the collection of signatures to stop the debate on the Bill in question. In the page Avaz, at the closing of this note, there were already 568,265 people, from all over the world, who signed the petition. It would be required to reach 750,000.
“The Indigenous peoples who guard the Amazon, the heart of our planet, are our true superheroes in real life. Our #AmazonAvengers. But tomorrow, the Decentralization Commission in Peru might approve this new wave of invasions. Unless they see that we are watching them,” the American actor wrote in a second publication.
