The Board of Directors (JD) of the Congress of the Republic issued a statement this Friday, May 3, to comment on the incident in which a group of Health unionists prevented Deputy Evelyn Morataya from supervising the operation of the Departmental Directorate of Integrated Health Networks. The JD stated that it “regrets and condemns the incidents that impeded the oversight work of Deputy Evelyn Morataya, who chairs the Health Commission of this high body.”
The president of Congress, Nery Ramos, stated that since they learned of the events that occurred in Baja Verapaz, they contacted the deputy to express their solidarity and support in her work.
The Legislature stressed that the oversight function is considered one of the fundamental axes in the work of the deputies and is established in the Constitution of the Republic and the Organic Law of the Legislature, so any act that violates this power, must be rejected.
He highlighted that the work of monitoring allows us to request and sometimes demand information from public institutions or officials regarding projects that are being executed.
Furthermore, this supervisory action seeks to verify that those responsible comply with their obligations to the population, and above all, supervise the proper use of public resources.
He highlighted that the oversight function also means evaluating the execution of the General Budget of Income and Expenditures of the State each year, which is approved by the Congress of the Republic.
The JD added that Deputy Morataya informed them that she filed the complaint with the Public Ministry, so they trust that “this regrettable fact” will be investigated.
He recalled that last Thursday, May 2, the congresswoman was preparing to inspect the Salamá Hospital following complaints received, but people prevented her from entering and carrying out her work, so it was necessary for agents of the National Civil Police to guard her until her vehicle. .
According to the information, Morataya arrived at that place following having received a complaint from authorities in Rabinal, Baja Verapaz, because the union is resisting the change of director.
In videos shared by the parliamentarian, it is observed how the union members oppose her entering the facilities and shout at her that “no one is going to leave here”, while Morataya asks them not to raise their voices and reminds them that it is a public institution .
The disturbances were recorded at the time of Morataya’s arrival at the hospital, since the protesters were tense and did not want to listen to her.
