The processing of the amnesty law has taken a turn at the last minute. Junts has frustrated its final approval in Congress this Tuesday, so the text will return to the Justice Commission, “which must issue a new opinion within a month”, according to article 131.2 of the Congress regulations. The independence party has thus consummated its threat after the PSOE refused to accept its new demands regarding the text.

In the words of its parliamentary spokesperson, Míriam Nogueras, the law “has holes through which prevaricating Spanish justice can leave the amnesty on empty paper.” Junts had made its vote in favor of reinforcing the shield for Carles Puigdemont subject to the chance of the latest judicial decisions, since they open the door to leaving the Junts leader outside of pardon.

“Our position, which we have maintained and which is also included in the agreement we signed with the Socialist Party, is a comprehensive amnesty, an amnesty that leaves no one behind, no one, an amnesty that repairs the repression that the Catalan independence movement He has been suffering for many years,” said Nogueras.

Faced with Junts’ demand to deepen the shielding of those investigated for terrorism and high treason in the Tsunami and Volhov cases, the PSOE has maintained its position and has not admitted the new changes proposed by the independentists. In essence, the Junts amendments sought to expand the coverage of the amnesty to all crimes of terrorism and high treason, crimes against the peace or independence of the State and those related to national defense.

“The law is solid and cannot be changed with each new news that is known. “We are facing a law for a generation, not to respond to the headlines of the day,” maintain socialist sources to justify their refusal to admit the corrections of the independentists.

The PSOE alleges “legal certainty” to overcome pressure from Junts, since if this requirement is not met, “this historic advance would not be possible. And it will be with full respect for the rule of law and with exemplary functioning of the democratic institutions and the three powers of the State,” these voices emphasize to counteract the criticism of the independence supporters about the “interference” of the judges.

The result of this disagreement between Junts and PSOE, the first of the legislature, pushes back the rule in its processing, which forces the negotiation between both forces to be extended. However, the Government is clear: it is not willing to give in again after it admitted last week to limit the exclusion of terrorism in the amnesty law.

The Minister of the Presidency, Félix Bolaños, has charged against Junts by disgracing his vote against. For the socialist leader, it is “incomprehensible” that he voted no “hand in hand with the PP and Vox, precisely those who want to imprison them,” he noted. Bolaños has demanded that they “reconsider continuing to work” in the period that opens from now until the text is put to a vote again.

The head of Justice has also shown his rejection of the accusations made by several deputies against the judges of the process, whom they have accused of “prevaricating.” “Spain is a state of law with judges who carry out their work,” added Bolaños after the representatives of Junts, ERC, Sumar, EH Bildu, PNV and BNG attacked from the rostrum against the magistrates who judged or are still investigating actions, citing expressly to Manuel Marchena, Manuel García-Castellón and Joaquín Aguirre.

ERC has also criticized Junts for preventing the approval of the law. The Republican representative Pilar Vallugera has been forceful in her criticism, urging Junts not to question the rule because it implies “falling into the trap of modifying it for spurious interests.” “Today, what is the decision that favors the most people? There is only one answer to this, and that is to vote yes,” said the parliamentarian, making it clear that “this amnesty is not about Puigdemont or Rovira; “It is about the 1,500 people who have had their lives in question for seven years because the State is repressing them.”

Later, the president of ERC, Oriol Junqueras, regretted Junts’ rejection. “The law that was voted on today was a good law,” he added. “It deserved the support of the majority of the Lower House,” he said, hoping that the law will receive definitive support in the second round.
